16	15		SJR___ COMMENDING TROY REGIONAL MEDICAL CENTER ON BEING
17	16		NAMED ONE OF THE CHARTIS CENTER FOR RURAL HEALTH'S TOP 100
18	17		RURAL AND COMMUNITY HOSPITALS.
19	18		WHEREAS, the Alabama Legislature takes great pride in
20	19		recognizing those institutions that strive to better their
21	20		communities and this great state; Troy Regional Medical
22	21		Center is one of these institutions; and
23	22		WHEREAS, the Chartis Center for Rural Health annually
24	23		recognizes 100 rural and community hospitals for their
25	24		outstanding performance based on their Performance INDEX;
26	25		the INDEX uses publicly available data to measure and
27	26		monitor performance across a variety of areas impacting
28	27		hospital operations and finance; each hospital's INDEX score
29	28		is a percentile rank of aggregate performance across eight
30	29		pillars spanning Market, Value, and Finance; and
31	30		WHEREAS, Troy Regional Medical Center is the only
32	31		Alabama hospital to make the elite list in 2025; Troy
33	32		Regional has an overall INDEX score of 73.9, as compared
34	33		with a median score of 23.7 for Alabama and 34.2 for the
35	34		United States; Troy Regional's most noteworthy indicator was
36	35		its Quality Score of 88; it was also in the 99th percentile
37	36		for Cost, and the organization scored in the 71st percentile
38	37		for Capital Efficiency; and
39	38		WHEREAS, amidst uncertainty, transition, and strain,

69	68		WHEREAS, amidst uncertainty, transition, and strain,
70	69		the recognized top performers are excelling in managing
71	70		risk, achieving higher quality, securing better outcomes,
72	71		increasing patient satisfaction, and operating at a lower
73	72		cost than their peers; these groups serve as a benchmark for
74	73		other rural facilities as they strive to achieve similar
75	74		results and provide a blueprint for successfully navigating
76	75		the uncertainty of the today's health care; now therefore,
77	76		BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
78	77		HOUSES THEREOF CONCURRING, That Troy Regional Medical Center
79	78		is highly commended for being included in the Chartis Center
80	79		for Rural Health's 2025 Top 100 Rural and Community
81	80		Hospitals; and we know that these scores are not accidental,
82	81		but are the result of deliberate and focused efforts every
