1615 SJR___ ESTABLISHING THE ALABAMA STATEWIDE REENTRY TASK
1716 FORCE.
1817 WHEREAS, Act 2021-478 of the 2021 Regular Session
1918 created the Study Commission on Interagency Cooperation and
2019 Collaboration on the Rehabilitation and Reintegration of
2120 Formerly Incarcerated Individuals, also known as Reentry
2221 Alabama; and
2322 WHEREAS, Reentry Alabama was extended into the 2025
2423 fiscal year to continue its pressing work to find
2524 efficiencies and best practices in statewide reentry
2625 systems; and
2726 WHEREAS, the members of Reentry Alabama have been
2827 successful in researching and implementing strategies to
2928 decrease Alabama's recidivism rate, which is a key factor in
3029 fighting crime; and
3130 WHEREAS, the commission's work will continue serving
3231 a critical role in the future of public safety in the State
3332 of Alabama; and
3433 WHEREAS, transitioning the Study Commission on
3534 Interagency Cooperation and Collaboration on the
3635 Rehabilitation and Reintegration of Formerly Incarcerated
3736 Individuals into a statewide task force, known as the
3837 Alabama Statewide Reentry Task Force, will ensure further
3938 cooperation among state agencies and stakeholders to reach

6968 cooperation among state agencies and stakeholders to reach
7069 the state's goal of cutting recidivism in half by 2030; now
7170 therefore,
7271 BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
7372 HOUSES THEREOF CONCURRING, That there is created the Alabama
7473 Statewide Reentry Task Force to build upon the work of the
7574 Reentry Alabama Commission as aligned with the mission of
7675 Alabama's Reentry 2030 Initiative, continuing the work
7776 toward reducing recidivism and ensuring efficient and
7877 cost-effective state operations.
7978 (a) The membership of the task force shall consist of
8079 all of the following:
8180 (1) One member of the House of Representatives,
8281 appointed by the Speaker of the House of Representatives.
8382 (2) One member of the House of Representatives,
8483 appointed by the Minority Leader of the House of
8584 Representatives.
8685 (3) One member of the Senate, appointed by the
8786 President Pro Tempore of the Senate.
8887 (4) One member of the Senate, appointed by the
8988 Minority Leader of the Senate.
9089 (5) The Director of Pardons and Paroles, or his or
9190 her designee.
9291 (6) The Commissioner of the Department of
9392 Corrections, or his or her designee.
9493 (7) The Commissioner of the Department of Mental
9594 Health, or his or her designee.
9695 (8) The Commissioner of the Department of Human
9796 Resources, or his or her designee.

145144 governments, appointed by the chair.
146145 (18) One member representing nonprofit agencies that
147146 provide services to people returning home from
148147 incarceration, appointed by the chair.
149148 (19) One member who has experience living within the
150149 criminal justice system, appointed by the chair.
151150 (b) The appointing authorities shall coordinate their
152151 appointments to assure task force membership is inclusive
153152 and reflects the racial, gender, geographic, urban, rural,
154153 and economic diversity of the state.

184183 (c) The task force shall build upon and continue the
185184 work of the Reentry Alabama Commission and work toward
186185 reducing recidivism and ensuring efficient and
187186 cost-effective state operations, with particular attention
188187 to the following duties:
189188 (1) Developing and presenting a strategic plan to
190189 make communities safer by reducing recidivism and
191190 victimization and assisting individuals who return from
192191 prison to become productive citizens and lowering the direct
193192 and collateral costs of incarceration.
194193 (2) Identifying, implementing, and promoting
195194 evidence-based research, policies, strategies, and
196195 programming to support successful reentry and reintegration.
197196 (3) Promoting partnerships and collaboration among
198197 state agencies and with local governments and organizations
199198 to effectively and cost-efficiently advance reentry and
200199 eliminate duplication of services.
201200 (4) Developing strategies to expand access to
202201 educational programs and support programs upon reentry.
203202 (5) Developing strategies to assure access to health
204203 care coverage and behavioral health services upon reentry.
205204 (6) Identifying and addressing unwarranted barriers
206205 to successful reentry.
207206 (7) Pursuing partnerships with employers, agencies,
208207 and business leaders to create a pipeline for job placement
209208 that strengthens the state's workforce participation rate.
210209 (8) Advising the Legislature and the Governor on
211210 issues relating to reentry and reintegration of offenders.

241240 issues relating to reentry and reintegration of offenders.
242241 (9) Creating and consulting with advisory groups or
243242 working groups comprised of nonmembers.
244243 (10) Producing an annual progress report by December
245244 1 each year on progress toward the strategic plan. The
246245 annual progress report may contain additional objectives,
247246 strategies, and recommendations to improve reentry.
248247 (d)(1) The Director of Pardons and Paroles shall
249248 serve as the chair of the task force. The first meeting of
250249 the task force shall be held at the call of the chair no
251250 later than 30 days after enactment of this resolution. The
252251 task force may then meet at least quarterly to track
253252 progress and conduct business, with the date, time, and
254253 location of the meeting to be designated by the chair or his
255254 or her designee.
256255 (2) The Legislative Services Agency, the Clerk of the
257256 House of Representatives, and the Secretary of the Senate
258257 shall provide administrative and other assistance for the
259258 work of the task force as necessary.
260259 (e)(1) The legislative members of the task force
261260 shall be entitled to their legislative compensation, per
262261 diem, and travel expenses for each day they attend a meeting
263262 of the task force in accordance with Section 49 of the
264263 Constitution of Alabama of 2022.
265264 (2) The nonlegislative members of the task force
266265 shall serve without compensation but may be reimbursed for
267266 necessary expenses in attending meetings of the task force
268267 pursuant to the policies of their respective appointing

300299 (f) Expenses incurred by the task force before or
301300 after the enactment of this resolution shall be paid from
302301 funds appropriated to the Legislature, not to exceed a total
303302 of five thousand dollars ($5,000).
304303 (g) The task force shall prepare and submit a report
305304 of its findings, conclusions, and recommendations for
306305 proposed legislation to the Legislature not later than the
307306 tenth legislative day of the 2030 Regular Session, at which
308307 point the task force shall stand dissolved and discharged of
309308 any further duties and liabilities.
310309 (h) Pursuant to Section 36-14-17.1, Code of Alabama
311310 1975, the task force shall provide notice of all meetings,
312311 the name of each member serving on the task force, and a
313312 copy of its final report and any other documents produced by
314313 the task force throughout its duration to the Secretary of
315314 State.
316315 (i) Each appointing authority named in this
317316 resolution shall be provided a copy of this resolution upon
318317 its passage.
