BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETY -THIRD GENERAL 21
ASSEMBLY OF THE STATE OF ARKANSAS: 22

SECTION 1. Section 54.(c)(1) of the Rules of the House of 24
Representatives of the Ninety-Third General Assembly, concerning selection of 25
committee chairpersons and vice chairperson, is amended to read as follows: 26
54.(c)(1) With the exception of the House Budget Committee, The the 27
Speaker of the House of Representatives shall appoint a chairperson and a 28
vice chairperson of each standing committee and each select committee who 29
shall serve at the pleasure of the Speaker of the House of Representatives. 30
Selection of a chairperson and vice chairperson of each standing committee 31
and the House Budget Committee shall occur during the committee selection 32
process, wherein positions on standing committees available for selection 33
shall include the positions of chairperson and vice chairperson. Only a 34
member of the majority party may serve as the chairperson of a standing 35
committee and the House Budget Committee. The Speaker, in consultation with 36 HR1020

the chairperson of each standing committee, shall appoint from the membership 1
of each permanent subcommittee, a chairperson and vice chairperson provided 2
however that the vice chairperson of the standing committee may be the 3
chairperson of a permanent subcommittee. No member of the House of 4
Representatives, with the exception of each House standing committee vice 5
chairperson, shall be chairperson or vice c hairperson of more than one (1) 6
standing committee, select committee, or permanent subcommittee. 7
