2929 WHEREAS, on February 24, 2022, the Russian Federation launched an 26
3030 unprovoked invasion of the sovereign nation of Ukraine; and 27

3232 WHEREAS, the United States has the ability to take economic actions 29
3333 against the Russian Federation and its leaders who are responsible for this 30
3434 unjust invasion of the sove reign nation of Ukraine; and 31

3636 WHEREAS, the United States can expel Russian oligarchs, freeze assets 33
3737 of Russian oligarchs and political leaders who supported the invasion of the 34
3838 sovereign nation of Ukraine, and take other similar actions to deter further 35
3939 unprovoked aggression from the Russian Federation against its neighbors and 36 SCR2

5353 BE IT RESOLVED BY THE SENATE OF THE NINETY -THIRD GENERAL ASSEMBLY OF THE 10
5454 STATE OF ARKANSAS, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN: 11

5656 THAT the General Assembly: 13
5757 (a) Support the people of the sovereign nation of Ukraine and condemn 14
5858 the actions of the Russian Federation taken against the sovereign natio n of 15
5959 Ukraine; 16
6060 (b) Call for the United States to expel Russian oligarchs, freeze 17
6161 assets of Russian oligarchs and political leaders who supported the invasion 18
6262 of the sovereign nation of Ukraine, and take all other similar actions that 19
6363 would deter the Russi an Federation from further unprovoked aggression towards 20
6464 its neighbors and to penalize the Russian Federation for its unjust invasion 21
6565 of the sovereign nation of Ukraine; 22
6666 (c) Call for the United States to place sanctions on Russian oil and 23
6767 other natural resources; 24
6868 (d) Call for the United States to take steps to increase the amount of 25
6969 non-Russian oil available to the United States and other countries, including 26
7070 increasing the production of domestic oil and reauthorizing the Keystone 27
7171 Pipeline; and 28
7272 (e) Support the people of Taiwan and free people everywhere and call 29
7373 on the United States to adequately respond to the Russian Federation’s 30
7474 actions so as to deter others from unprovoked aggression toward their 31
