29	29	WHEREAS, on February 24, 2022, the Russian Federation launched an 26
30	30	unprovoked invasion of the sovereign nation of Ukraine; and 27

32	32	WHEREAS, the United States has the ability to take economic actions 29
33	33	against the Russian Federation and its leaders who are responsible for this 30
34	34	unjust invasion of the sove reign nation of Ukraine; and 31

36	36	WHEREAS, the United States can expel Russian oligarchs, freeze assets 33
37	37	of Russian oligarchs and political leaders who supported the invasion of the 34
38	38	sovereign nation of Ukraine, and take other similar actions to deter further 35
39	39	unprovoked aggression from the Russian Federation against its neighbors and 36 SCR2

47	47	WHEREAS, if the United States fails to adequately respond to the 4
48	48	actions of the Russian Federation, other countries may be emboldened to take 5
49	49	similar actions, such as the People's Republic of China taking similar 6
50	50	actions against the democratic nation of Taiwan, 7

52	52	NOW THEREFORE, 9
53	53	BE IT RESOLVED BY THE SENATE OF THE NINETY -THIRD GENERAL ASSEMBLY OF THE 10
54	54	STATE OF ARKANSAS, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN: 11

56	56	THAT the General Assembly: 13
57	57	(a) Support the people of the sovereign nation of Ukraine and condemn 14
58	58	the actions of the Russian Federation taken against the sovereign natio n of 15
59	59	Ukraine; 16
60	60	(b) Call for the United States to expel Russian oligarchs, freeze 17
61	61	assets of Russian oligarchs and political leaders who supported the invasion 18
62	62	of the sovereign nation of Ukraine, and take all other similar actions that 19
63	63	would deter the Russi an Federation from further unprovoked aggression towards 20
64	64	its neighbors and to penalize the Russian Federation for its unjust invasion 21
65	65	of the sovereign nation of Ukraine; 22
66	66	(c) Call for the United States to place sanctions on Russian oil and 23
67	67	other natural resources; 24
68	68	(d) Call for the United States to take steps to increase the amount of 25
69	69	non-Russian oil available to the United States and other countries, including 26
70	70	increasing the production of domestic oil and reauthorizing the Keystone 27
71	71	Pipeline; and 28
72	72	(e) Support the people of Taiwan and free people everywhere and call 29
73	73	on the United States to adequately respond to the Russian Federation’s 30
74	74	actions so as to deter others from unprovoked aggression toward their 31
75	75	neighbors. 32
