2322 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 19

2524 SECTION 1. DO NOT CODIFY. TEMPORARY LANGUAGE. 21
2625 (a) As used in this section, "spaceport" means an installation and 22
2726 related facilities utilized for the takeoff, landing, retrieval, serv icing, 23
2827 and monitoring of vehicles capable of entering space. 24
2928 (b) The Arkansas Economic Development Commission shall: 25
3029 (1) Conduct a study to determine the feasibility of developing a 26
3130 spaceport in Arkansas; or 27
3231 (2) Hire or engage a third party to con duct a study to determine 28
3332 the feasibility of developing a spaceport in Arkansas. 29
3433 (c) The feasibility study shall include an assessment of: 30
3534 (1) The spaceport recommendations included in the final report 31
3635 issued by the Arkansas Council on Future Mobility in December 2022; 32
3736 (2) The potential market for a spaceport, including without 33
3837 limitation: 34
3938 (A) Analysis of the demand and interest in developing a 35

4746 (3) Organization and technological re quirements, including 3

4948 (A) A study of qualifications needed to operate a 5

5150 (B) Special technology and equipment needed for startup 7
5251 and maintenance; 8
5352 (C) Workforce requirements; and 9
5453 (D) Necessary financial investi ng in the aerospace 10
5554 industry; and 11
5655 (4) Financial and economic analysis, including without 12
5756 limitation: 13
5857 (A) An assessment of startup costs and operating costs; 14
5958 (B) The potential revenue projections; 15
6059 (C) The possible funding sources; and 16
6160 (D) The likely potential economic impact on the state. 17
6261 (d) If funding is available, the feasibility study shall be completed 18
6362 no later than January 1, 2024. 19
6463 (e) After completion of the feasibility study, the commission shall 20
6564 submit a feasibility report and the commission's recommendations concerning 21
6665 concerning the development of a spaceport in Arkansas to the: 22
6766 (A) Governor; 23
6867 (B) Arkansas Department of Transportation; and 24
6968 (C) Legislative Council. 25
