2827 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 24

3029 SECTION 1. Arkansas Code § 6-4-302, Article II, concerning the 26
3130 definition of "active duty" used within the Interstate Compact on Educational 27
3231 Opportunity for Military Children, is amended to read as follows: 28
3332 A. “Active duty” means: full -time duty status in the active 29
3433 uniformed service of the United States, including members of the National 30
3534 Guard and Reserve on active duty orders pursuant to 10 U.S.C. Section 31
3635 Chapters 1209 and 1211. 32

3837 SECTION 2. Arkansas Code § 6 -28-104, concerning the definition of 34
3938 "active duty" as it is used under the Arkansas Military Child School 35

4544 (2) “Active duty” means full -time duty status in the active, 1
4645 uniformed services of the United States, including without limitation members 2
4746 of the National Guard and reserve components of the uniformed services on 3
4847 active duty orders under 10 U.S.C. §§ 10 U.S.C. Chapters 1209 and 1210 or 42 4
4948 U.S.C. § 204, as they existed on January 1, 2021; 5

5150 SECTION 3. Arkansas Code § 6 -28-116 is amended to read as follows: 7
5251 6-28-116. New student reception programs — Military family education 8
5352 coordinators. 9
5453 A public school with twenty (20) or more children of military families 10
5554 enrolled as students under this chapter or a public school district with at 11
5655 least three thousand (3,000) enrolled public school students shall: 12
5756 (1) Incorporate into the policies of the public school district 13
5857 specific procedures that outline actions to take in suppor t of students who 14
5958 are the children of military families who transition to and from the public 15
6059 school district; and 16
6160 (2)(A) Designate in each public school district a military 17
6261 family education coordinator to serve as the primary point of contact for 18
6362 each child of a military family and his or her parent or legal guardian. 19
6463 (B) The public school military family education 20
6564 coordinator shall have: 21
6665 (i) Have specialized knowledge regarding the 22
6766 educational needs of children of military families and the obs tacles that 23
6867 children of military families face in obtaining an education ; and 24
6968 (ii) Be included in the establishment and adoption 25
7069 of a public school district's and public school's parent and family 26
7170 engagement plan as required under § 6 -15-1702. 27
7271 (C) The Division of Elementary and Secondary Education 28
7372 shall supply relevant resources for the orientation and training of public 29
7473 school military family education coordinators under this section. 30

7675 SECTION 4. Arkansas Code § 6 -28-203(a)(6), concerning the in clusion of 32
7776 the Executive Director of the Arkansas Activities Association on the Arkansas 33
7877 Council for Military Children, is amended to read as follows: 34

8685 SECTION 5. Arkansas Code § 6 -28-203, concerning the members serving on 2
8786 the Arkansas Council for Military Children, is amended to add an additional 3
8887 subsection to read as follows: 4
8988 (c) The identification of a designee who shall serve in lieu of a 5
9089 council member and with the same authority of the council member under this 6
9190 section shall be provided to the council in writing. 7

9392 SECTION 6. Arkansas Code § 6 -28-204(e), concerning the purpose and 9
9493 duties of the Arkansas Council for Military Children, is amended to read as 10
9594 follows: 11
9695 (e)(1) A majority of all council members shall constitute a quorum at 12
9796 council meetings. 13
9897 (2) The absence of the Chair of the Senate Committee on 14
9998 Education or the Chair of the House Committee on Education or designees from 15
10099 each of the committees shall not count against a quorum. 16
