87	86		Representatives shall be used for making reimbursements for interim expenses 8
88	87		incurred by members of the House of Represe ntatives. 9

92	91		INTERIM EXPENSE DISBURSEMENTS. The appropriations authorized for Arkansas 13
93	92		Senate shall be used for making reimbursements for interim expenses incurred 14
94	93		by members of the Senate. 15

96	95		SECTION 9. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS 17
97	96		CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. 18
98	97		LEGISLATIVE INSTITUTE. Members of the preceding General Assembly and the 19
99	98		newly elected members of the House of Representatives and Senate shall be 20
100	99		eligible to attend the biennial Institute of Legislative Procedure and shall 21
101	100		be entitled, upon filing claim therefore, to per diem in the amount fixed by 22
102	101		law for members of the General Assembly to receive for attendance at 23
103	102		Legislative sessions, for each day in attending the biennial Institute of 24
104	103		Legislative Procedure plus mileage for traveling from their place of 25
105	104		residence to the biennial Institute of Legislative Procedure and return. 26

107	106		SECTION 10. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS 28

109	108		DISBURSEMENTS. The Auditor of State shall be disbursing officer for the 30
110	109		funds appropriated for Travel Expense Reimbursements for Judges herein. 31
111	110		Disbursement of funds shall be subject to review by the Auditor of State for 32
112	111		accuracy and consistency with applicable travel guidelines. Any request for 33
113	112		reimbursements under the District Judges Travel Expense Reimbursement line 34
114	113		item must be submitted to the Auditor of State within sixty (60) days of end 35
115	114		date for the underlying travel or expense. 36 HB1002

119	118		SECTION 11. LEGISLATIVE INTENT. It is the intent of the General 2
120	119		Assembly that any funds disbursed under the authority of the appropriations 3
121	120		contained in this act shall be in compliance with the stated reasons for 4
122	121		which this act was adopted, as evidenced by the Agency Requests, Executive 5
123	122		Recommendations and Legislative Recommendations contained in the budget 6
124	123		manuals prepared by the Department of Finance and Administration, letters, or 7
125	124		summarized oral testimony in the official minutes of the Arkansas Legislative 8
126	125		Council or Joint Budget Committee which relate to its passage and adoption. 9

128	127		SECTION 12. EMERGENCY CLAUSE. It is found and determined by the 11
129	128		General Assembly, that the Constitution of the State of Arkansas prohibits 12
130	129		the appropriation of funds for more than a one (1) year period; that the 13
131	130		effectiveness of this Act on July 1, 2025 is essential to the operation of 14
132	131		the agency for which the appropriations in this Act are provided, and that in 15
133	132		the event of an extension of the legislative session, the delay in the 16
134	133		effective date of this Act beyond July 1, 2025 could work irreparable harm 17
135	134		upon the proper administration and provision of essential governmental 18
136	135		programs. Therefore, an emergency is hereby declared to exist and this Act 19
137	136		being necessary for the immediate preservation of the public peace, health 20
138	137		and safety shall be in full force and effect from and after July 1, 2025. 21
