9897 LEGISLATIVE INSTITUTE. Members of the preceding General Assembly and the 19
9998 newly elected members of the House of Representatives and Senate shall be 20
10099 eligible to attend the biennial Institute of Legislative Procedure and shall 21
101100 be entitled, upon filing claim therefore, to per diem in the amount fixed by 22
102101 law for members of the General Assembly to receive for attendance at 23
103102 Legislative sessions, for each day in attending the biennial Institute of 24
104103 Legislative Procedure plus mileage for traveling from their place of 25
105104 residence to the biennial Institute of Legislative Procedure and return. 26

109108 DISBURSEMENTS. The Auditor of State shall be disbursing officer for the 30
110109 funds appropriated for Travel Expense Reimbursements for Judges herein. 31
111110 Disbursement of funds shall be subject to review by the Auditor of State for 32
112111 accuracy and consistency with applicable travel guidelines. Any request for 33
113112 reimbursements under the District Judges Travel Expense Reimbursement line 34
114113 item must be submitted to the Auditor of State within sixty (60) days of end 35

119118 SECTION 11. LEGISLATIVE INTENT. It is the intent of the General 2
120119 Assembly that any funds disbursed under the authority of the appropriations 3
121120 contained in this act shall be in compliance with the stated reasons for 4
122121 which this act was adopted, as evidenced by the Agency Requests, Executive 5
123122 Recommendations and Legislative Recommendations contained in the budget 6
124123 manuals prepared by the Department of Finance and Administration, letters, or 7
125124 summarized oral testimony in the official minutes of the Arkansas Legislative 8
126125 Council or Joint Budget Committee which relate to its passage and adoption. 9

128127 SECTION 12. EMERGENCY CLAUSE. It is found and determined by the 11
129128 General Assembly, that the Constitution of the State of Arkansas prohibits 12
130129 the appropriation of funds for more than a one (1) year period; that the 13
131130 effectiveness of this Act on July 1, 2025 is essential to the operation of 14
132131 the agency for which the appropriations in this Act are provided, and that in 15
133132 the event of an extension of the legislative session, the delay in the 16
134133 effective date of this Act beyond July 1, 2025 could work irreparable harm 17
135134 upon the proper administration and provision of essential governmental 18
136135 programs. Therefore, an emergency is hereby declared to exist and this Act 19
137136 being necessary for the immediate preservation of the public peace, health 20
138137 and safety shall be in full force and effect from and after July 1, 2025. 21
