8483 SECTION 2. EXTRA HELP. There is hereby authorized, for the State 5

8685 the 2025-2026 fiscal year, the following maximum number of part -time or 7
8786 temporary employees, to be known as "Extra Help", payable from funds 8
8887 appropriated herein for such purposes: twenty (20) temporary or part-time 9
8988 employees, when needed, at rates of pay not to exceed those provided in the 10
9089 Uniform Classification and Compensation Act, or its successor, or this act 11
9190 for the appropriate classification. 12

115114 SECTION 4. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS 36 HB1098

119118 POSITIONS. The Director of the State Department for Social Security 2
120119 Administration Disability Determination, after receiving the approval of the 3
121120 Office of Personnel Management, and after seeking prior review by the 4
122121 Arkansas Legislative Council or Joint Budget Committee, shall have the 5
123122 authority to establish such new additional full time positions as may become 6
124123 necessary to carry out the objectives of the department and/or to meet 7
125124 Federal requirements of new and/or expanded programs where such needs are 8
126125 financed by Federal funds; provided that not more than two hundred fifty 9
127126 (250) positions may be created in addition to those authorized in the Regular 10
128127 Salaries section of this Act. 11
129128 If the department requests continuation of any positions as established 12
130129 herein, the positions must be requested as new positions in the department's 13
131130 budget request. 14
132131 The provisions of this section shall be in effect only from July 1, 15
133132 2024 2025 through June 30, 2025 2026. 16

135134 SECTION 5. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 18
136135 authorized by this act shall be limited to the appropriation for such agency 19
137136 and funds made available by law for the support of such appropriations; and 20
138137 the restrictions of the State Procurement Law, the General Accounting and 21
139138 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 22
140139 Procedures and Restrictions Act, or their successors, and other fiscal 23
141140 control laws of this State, where applicable, and regulations promulgated by 24
142141 the Department of Finance and Administration, as authorized by law, shall be 25
143142 strictly complied with in disbursement of said funds. 26

145144 SECTION 6. LEGISLATIVE INTENT. It is the intent of the General 28
146145 Assembly that any funds disbursed under the authority of the appropriations 29
147146 contained in this act shall be in compliance with the stated reasons for 30
148147 which this act was adopted, as evidenced by the Agency Requests, Executive 31
149148 Recommendations and Legislative Recommendations contained in the budget 32
150149 manuals prepared by the Department of Finance and Administration, letters, or 33
151150 summarized oral testimony in the official minutes of the Arkansas Legislative 34
152151 Council or Joint Budget Committee which relate to its passage and adoption. 35

156155 SECTION 7. EMERGENCY CLAUSE. It is found and determined by the General 1
157156 Assembly, that the Constitution of the State of Arkansas prohibits the 2
158157 appropriation of funds for more than a one (1) year period; that the 3
159158 effectiveness of this Act on July 1, 2025 is essential to the operation of 4
160159 the agency for which the appropriations in this Act are provided, and that in 5
161160 the event of an extension of the legislative session, the delay in the 6
162161 effective date of this Act beyond July 1, 2025 could work irreparable harm 7
163162 upon the proper administration and provision of essential governmental 8
164163 programs. Therefore, an emergency is hereby declared to exist and this Act 9
165164 being necessary for the immediate preservation of the public peace, health 10
166165 and safety shall be in full force and effect from and after July 1, 2025. 11
