2725 SECTION 1. REGULAR SALARIES - OPERATIONS. There is hereby established 23
2826 for the Arkansas Governor's Mansion Commission for the 2025-2026 fiscal year, 24

43+the Arkansas Governor's Mansion Commission for the 2025-2026 fiscal year, the 3
44+following maximum number of part -time or temporary employees, to be known as 4
45+"Extra Help", payable from funds appropriated herein for such purposes: four 5
46+(4) temporary or part-time employees, when needed, at rates of pay not to 6
47+exceed those provided in the Uniform Classification and Compensation Act, or 7
48+its successor, or this act for the appropriate classification. 8

70+Fiscal Officer of the State , for expenses of the Arkansas Governor's Mansion, 30
71+Grand Hall and grounds of the Arkansas Governor's Mansion for the fiscal year 31

80+ SECTION 5. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS 2
81+CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. 3
82+ARKANSAS GOVERNOR'S MANSION - CASH FUND. The Chief Fiscal Officer of the 4
83+State shall at each end of the fiscal year cause to be transferred into the 5
84+State Central Services Fund the excess of the Arkansas Governor's Mansion - 6
85+Cash Fund over $300,000 to defray state support for related purposes, 7
86+including, but not limited to personal services and operating expenses, as 8
87+required to carry out the functions, powers and duties of the Arkansas 9
88+Governor's Mansion pursuant to A.C.A. §22 -3-801 - 806. 10
89+ The provisions of this section shall be in effect only from July 1, 2024 11
90+2025 through June 30, 2025 2026. 12

92+ SECTION 6. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 14
93+authorized by this act shall be limited to the appropriation for such agency 15
94+and funds made available by law for the support of such appropriations; and 16
95+the restrictions of the State Procurement Law, the General Accounting and 17
96+Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 18
97+Procedures and Restrictions Act, or their successors, and other fiscal 19
98+control laws of this State, where applicable, and regulations promulgated by 20
99+the Department of Finance and Administration, as authorized by law, shall be 21
100+strictly complied with in disbursement of said funds. 22

102+ SECTION 7. LEGISLATIVE INTENT. It is the intent of the General 24
103+Assembly that any funds disbursed under the authority of the appropriations 25
104+contained in this act shall be in compliance with the stated reasons for 26
105+which this act was adopted, as evidenced by the Agency Requests, Executive 27
106+Recommendations and Legislative Recommendations contained in the budget 28
107+manuals prepared by the Department of Finance and Administration, letters, or 29
108+summarized oral testimony in the official minutes of the Arkansas Legislative 30
109+Council or Joint Budget Committee which relate to its passage and adoption. 31

111+ SECTION 8. EMERGENCY CLAUSE. It is found and determined by the General 33
112+Assembly, that the Constitution of the State of Arkansas prohibits the 34
113+appropriation of funds for more than a one (1) year period; that the 35
