199198 POLICE RETIREMENT FUND TRANSFERS. A sum not to exceed $250,000 in the 2024-6

202201 costs incurred by the Arkansas Public Employees Retirement System in 9

212211 FROM PRIOR REVIEW. The Arkansas Public Employees Retirement System is hereby 19
213212 exempted from seeking prior review by the Arkansas Legislative Council or 20
214213 Joint Budget Committee with regard to transfers between the Benefits and 21
215214 Refund line items in the Public Employees Retirement Cash appropriation 22
216215 section and the Benefits -Non Employee line item in the Public Employees 23
217216 Retirement Operations appropriation section which are specifically related to 24
218217 transfers necessitated by the changes in retirees' selection of the method of 25
219218 payment of retirement benefits. All other provisions of Arkansas Code §19 -4-26

258257 SECTION 14. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 27
259258 authorized by this act shall be limited to the appropriation for such agency 28
260259 and funds made available by law for the support of such appropriations; and 29
261260 the restrictions of the State Procurement Law, the General Accounting and 30
262261 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 31
263262 Procedures and Restrictions Act, or their successors, and other fiscal 32
264263 control laws of this State, where applicable, and regulations promulgated by 33
265264 the Department of Finance and Administration, as authorized by law, shall be 34
266265 strictly complied with in disbursement of said funds. 35

270269 SECTION 15. LEGISLATIVE INTENT. It is the intent of the General 1
271270 Assembly that any funds disbursed under the authority of the appropriations 2
272271 contained in this act shall be in compliance with the stated reasons for 3
273272 which this act was adopted, as evidenced by the Agency Requests, Executive 4
274273 Recommendations and Legislative Recommendations contained in the budget 5
275274 manuals prepared by the Department of Finance and Administration, letters, or 6
276275 summarized oral testimony in the official minutes of the Arkansas Legislative 7
277276 Council or Joint Budget Committee which relate to its passage and adoption. 8

279278 SECTION 16. EMERGENCY CLAUSE. It is found and determined by the 10
280279 General Assembly, that the Constitution of the State of Arkansas prohibits 11
281280 the appropriation of funds for more than a one (1) year period; that the 12
282281 effectiveness of this Act on July 1, 2025 is essential to the operation of 13
283282 the agency for which the appropriations in this Act are provided, and that in 14
284283 the event of an extension of the legislative session, the delay in the 15
285284 effective date of this Act beyond July 1, 2025 could work irreparable harm 16
286285 upon the proper administration and provision of essential governmental 17
287286 programs. Therefore, an emergency is hereby declared to exist and this Act 18
288287 being necessary for the immediate preservation of the public peace, health 19
289288 and safety shall be in full force and effect from and after July 1, 2025. 20
