865		-	the Department of Finance and Administration, as authorized by law, shall be 21

	772	+	POST-CLOSURE CLEAN UP RESTRICTIONS. Any expenditures in excess of $2,000,000 10
	773	+	per site from the Landfill Post -Closure Trust Fund, as appropriated in the 11
	774	+	Contractual Services line item of the Landfill Post -Closure Program 12
	775	+	appropriation section, for corrective action to remedy environmental impacts 13
	776	+	of closed disposal sites previously operated as a landfill pursuant to state 14
	777	+	law, shall be subject to review and approval by the Arkansas Pollution 15
	778	+	Control and Ecology Commission after addressing corrective actions needed to 16
	779	+	address environmental impacts from permitted landfills closed properly. 17
	780	+	The provisions of this section shall be in effect only from July 1, 2024 18

	783	+	SECTION 39. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS 21

	785	+	SERVICES. (a)(1) The Chief Fiscal Officer of the State may create a Shared 23
	786	+	Services paying accounts on his or her books and on the books of the 24
	787	+	Treasurer of State and the Auditor of State for the payment of personal 25
	788	+	services and operating expenses in the Shared Services Paying Account 26
	789	+	Appropriation by the Department of Energy and Environment. 27
	790	+	(2) The Chief Fiscal Officer of the State shall direct the transfer 28
	791	+	of funds and appropriations to the Shared Services Paying Account 29
	792	+	appropriation section of this act on the books of the Treasurer of State, the 30
	793	+	Auditor of State, and the Chief Fiscal Officer of the State. 31
	794	+	(3) The transfer authority provided to the department in 32
	795	+	subdivision (a)(2) of this section may be used to make transfers only within 33
	796	+	the department's appropriation act or between other appropriation acts 34
	797	+	authorized for the department. 35

	803	+	SECTION 40. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 3
	804	+	authorized by this act shall be limited to the appropriation for such agency 4

	806	+	the restrictions of the State Procurement Law, the General Accounting and 6
	807	+	Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 7
	808	+	Procedures and Restrictions Act, or their successors, and other fiscal 8
	809	+	control laws of this State, where applicable, and regulations promulgated by 9
	810	+	the Department of Finance and Administration, as authorized by law, shall be 10
	811	+	strictly complied with in disbursement of said funds. 11

	813	+	SECTION 41. LEGISLATIVE INTENT. It is the intent of the General 13
