CERTIFIED NURSE PRACTITIONERS AND CLINICAL NURSE 13 
SPECIALISTS; AND FOR OTHER PURPOSES. 14

TO AMEND THE REQUIREMENTS TO OBTAIN A 18 
CERTIFICATE OF FULL INDEPENDENT PRACTICE 19 
AUTHORITY BY A CERTIFIED NURSE 20 
PRACTITIONER OR CLINICAL NURSE 21 
SPECIALIST. 22

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 24 
 25 
 SECTION 1.  Arkansas Code ยง 17 -87-314(b)(1), concerning the 26 
requirements to obtain a certificate of full independent practice authority 27 
by a certified nurse practitioner or clinical nurse specialist, is amended to 28 
read as follows: 29 
 (b)(1)  The Full Independent Practice Credentialing Committee may grant 30 
a certificate of full independent practice authority to a certified nurse 31 
practitioner or a clinical nurse specialist who submits: 32 
 (A)  An application; 33 
 (B)  An appropriate application fee as determined by the 34 
Full Independent Practice Credentialing Committee; 35 
 (C)  Proof of successful completion of six thousand two 36    	HB1244

hundred forty (6,240) two thousand (2,000) hours of practice: 1 
 (i)  Under a board-required collaborative practice 2 
agreement with a physician; or 3 
 (ii)  From another state, territory, or foreign 4 
country that authorizes a certified nurse practitioner or a clinical nurse 5 
specialist to practice with prescriptive authority if the certified nurse 6 
practitioner or clinical nurse specialist: 7 
 (a)  Has prescriptive authority in the state, 8 
territory, or foreign country; and 9 
 (b)  Provides proof of his or her licensure in 10 
good standing from: 11 
 (1)  The state, territory, or foreign 12 
country; and 13 
 (2)  The Arkansas State Board of Nursing; 14 
and 15 
 (D)  Any other relevant information as determined by the 16 
Full Independent Practice Credentialing Committee. 17
