| 356 | 355 | | SECTION 7. LEGISLATIVE INTENT. It is the intent of the General 11 |

| 361 | 360 | | manuals prepared by the Department of Finance and Administration, letters, or 16 |

| 362 | 361 | | summarized oral testimony in the official minutes of the Arkansas Legislative 17 |

| 363 | 362 | | Council or Joint Budget Committee which relate to its passage and adoption. 18 |

| 365 | 364 | | SECTION 8. EMERGENCY CLAUSE. It is found and determined by the General 20 |

| 366 | 365 | | Assembly, that the Constitution of the State of Arkansas prohibits the 21 |

| 367 | 366 | | appropriation of funds for more than a one (1) year period; that the 22 |
|---|
| 368 | 367 | | effectiveness of this Act on July 1, 2025 is essential to the operation of 23 |
|---|
| 369 | 368 | | the agency for which the appropriations in this Act are provided, and that in 24 |
|---|
| 370 | 369 | | the event of an extension of the legislative session, the delay in the 25 |
|---|
| 371 | 370 | | effective date of this Act beyond July 1, 2025 could work irreparable harm 26 |

| 372 | 371 | | upon the proper administration and provision of essential governmental 27 |

| 373 | 372 | | programs. Therefore, an emergency is hereby declared to exist and this Act 28 |
