2323 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 21

2525 SECTION 1. Arkansas Code Title 6, Chapter 16, Subchapter 1, is amended 23
2626 to add an additional section to read as follows: 24
2727 6-16-163. Digital media standards — Required — Definitions. 25
2828 (a) The General Assembly finds that: 26
2929 (1) There is an urgent need to address the potentially harmful 27
3030 effects of social media on children and adults; and 28
3131 (2) It is crucial that the General Assembly establish a means by 29
3232 which students in the State of Arkansas can learn to be digitally literate 30
3333 and responsible in order to protect against the potentially harmful effects 31
3434 of social media. 32
3535 (b) As used in this section: 33
3636 (1)(A) "Artificial intelligence" means a machine -based system 34
3737 that can make decisions, recommendations, or predictions based on a set of 35

4141 (B) "Artificial intelligence" includes a machine -based 1
4242 system that uses human and machine inputs in order to perceive environments, 2
4343 analyze environments, and formulate opinions; 3
4444 (2) "Digital citizenship" means the application of the standards 4
4545 of appropriate, responsible, and healthy online behavior, including the 5
4646 ability to access, analyze, evaluate, create, and act on all forms of digital 6
4747 communication; 7
4848 (3) "Digital wellness" means the physical and emotional health 8
4949 impacts of media use, with attention to the development of conscious, 9
5050 balanced usage of media that aligns with an individual's goals for his or her 10
5151 health and well-being; 11
5252 (4)(A) "Information literacy" means a subdomain of media 12
5353 literacy that ensures an individual is able to recognize when information is 13
5454 needed and locate, evaluate, and effectively utilize the needed information. 14
5555 (B) "Information literacy" includes learning to ask 15
5656 questions regarding whether a source is legitimate and appropriate based on 16
5757 the information that is needed; 17
5858 (5)(A) "Media literacy" means the ability to: 18
5959 (i) Decode media messages, including the systems in 19
6060 which media messages exist; 20
6161 (ii) Assess the influence of media messages on 21
6262 thoughts, feelings, behaviors, perceptions, beliefs, health, and society; and 22
6363 (iii) Use and create media messages to provide 23
6464 information, send a message, or tell a story in a way that is thoughtful, 24
6565 conscientious, safe, and responsible. 25
6666 (B) "Media literacy" includes digital citizenship, digital 26
6767 wellness, information literacy, news literacy, and social media literacy; 27
6868 (6)(A) "News literacy" means a subdomain of media literacy that 28
6969 emphasizes knowledge of journalistic practices and the news media industry. 29
7070 (B) "News literacy" includes the ability to determine the 30
7171 credibility and reliability of news and other information and to recognize 31
7272 the standards of fact -based journalism to know what to trust, share, and act 32
7373 on; and 33
7474 (7) "Social media literacy" means the application of digital 34
7575 citizenship and digital wellness to address physical and mental health 35

7979 emotional health implications of viewing certain social media content and all 1
8080 aspects of safety and wellness related to the use of social media. 2
8181 (c)(1) By the 2026-2027 school year, the Division of Elementary and 3
8282 Secondary Education shall establish kindergarten through grade twelve (K -12) 4
8383 digital media standards. 5
8484 (2)(A) Digital media standards shall be embedded into existing 6
8585 English language arts and library media standards. 7
8686 (B) The division shall consider whether to embed digital 8
8787 media standards into other existing content standards. 9
8888 (d) The digital media standards required under this section shall 10
8989 include instruction on: 11
9090 (1) Digital citizenship, including media literacy instruction, 12
9191 internet safety instruction, and artificial intelligence usage instruction; 13
9292 (2) Digital wellness, including without limitation information 14
9393 on the: 15
9494 (A) Positive effects of social media, including 16
9595 communicating, researching, and collaborating with others and building 17
9696 businesses and relationships; 18
9797 (B) Negative effects of social media on mental health, 19
9898 including addiction; 20
9999 (C) Distribution of misinformation on social media; 21
100100 (D) Potential of social media to manipulate behavior; and 22
101101 (E) Permanency of sharing materials and information 23
102102 online; 24
103103 (3) Internet safety, including best practices to: 25
104104 (A) Maintain personal security; and 26
105105 (B) Identify cyberbullying, predatory behavior, and human 27
106106 trafficking on the internet; 28
107107 (4) Social media literacy; and 29
108108 (5) The proper use of artificial intelligence. 30
109109 (e) The division shall: 31
110110 (1) Create or endorse a curriculum to implement kindergarten 32
111111 through grade twelve (K -12) digital media standards required under this 33
112112 section; and 34
113113 (2) Establish or endorse parental resources that support the 35
