2424 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 22

2626 SECTION 1. Arkansas Code Title 6, Chapter 15, Subchapter 13, is 24
2727 amended to add an additional section to read as follows: 25
2828 6-15-1306. Wearable panic alert system — Required. 26
2929 (a) Beginning with the 2025 -2026 school year, the board of directors 27
3030 of each public school district and the governing authority of each open -28
3131 enrollment public charter school shall implement a wearable panic alert 29
3232 system in each public school within its public school district or open -30
3333 enrollment public charter school system. 31
3434 (b) The wearable panic alert system required under this section shall: 32
3535 (1) Integrate with local Public Safety Answering Point 33
3636 infrastructure to transmit 911 calls and mobile activations; and 34
3737 (2) Initiate a campus -wide lockdown notification. 35

4141 school shall provide each individual employed by the public school district 1
4242 or open-enrollment public charter school with a wearable panic alert device 2
4343 that allows the individual to immediately contact local emergency response 3
4444 agencies. 4
4545 (d) Before the first day of school of each school year, each public 5
4646 school district board of directors and governing authority of an open -6
4747 enrollment public charter school shall ensure that all school employees 7
4848 receive training on the protocol for and appropriate use of the panic alert 8
4949 device. 9
5050 (e)(1) Each public school district and open -enrollment public charter 10
5151 school shall: 11
5252 (A) Ensure that all security data within the public school 12
5353 district or open-enrollment public charter school is accessible by a local 13
5454 law enforcement agency; and 14
5555 (B) Coordinate with local law enforcement agencies to 15
5656 establish appropriate access protocols with respect to security data. 16
5757 (2) Accessible security under subdivision (e)(1) of this section 17
5858 includes cameras, maps, and access control. 18
5959 (f)(1) Any records, information, photographs, audio and visual 19
6060 representations, schematic diagrams, surveys, recommendations, or 20
6161 consultations or portions of consultations, that relate directly to the 21
6262 physical security or fire safety of a public school district or an open -22
6363 enrollment public charter school facility or reveal security or fire safety 23
6464 systems that are accessed or held by a government agency are not public 24
6565 records and not available for public inspection under the Freedom of 25
6666 Information Act of 1967, § 25 -19-101 et seq. 26
6767 (2) Information under subdivision (f)(1) of this section may be 27
6868 disclosed: 28
6969 (A) To the property owner or leaseholder of the public 29
7070 school district or open -enrollment public charter school facility; 30
7171 (B) In furtherance of the official duties and 31
7272 responsibilities of the government agency that holds the information; 32
7373 (C) To another local, state, or federal agency in 33
7474 furtherance of that agency's official duties and responsibilities; or 34
7575 (D) Upon a showing of good cause before a court of 35

7979 (g) The Department of Education may adopt rules to implement this 1
