---|

277 | 276 | | (d)(1) The General Assembly further finds and determines that: 8 |
---|
278 | 277 | | (A) Information technology services are readily available 9 |
---|
279 | 278 | | in the private sector; 10 |
---|
280 | 279 | | (B) The public interest would be well served by 11 |
---|
281 | 280 | | competition for the provision of such services to the state; 12 |
---|
282 | 281 | | (C) Public-private partnerships or joint ventures for the 13 |
---|
283 | 282 | | provision of such services may be appropriate in certain instances; and 14 |
---|
284 | 283 | | (D) Emphasis will be given to encouraging and enabling 15 |
---|
285 | 284 | | competition among: suppliers of such services whenever possible in the 16 |
---|
286 | 285 | | administration of this chapter. 17 |
---|
287 | 286 | | (i) Suppliers of such services whenever possible in 18 |
---|
288 | 287 | | the administration of this chapter; and 19 |

289 | 288 | | (ii) Women-owned and minority-owned suppliers of such 20 |
