19	19	BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 17

21	21	SECTION 1. Arkansas Code § 5-73-312(a)(2), concerning revocation of a 19
22	22	license to carry a concealed handgun, is amended to read as follows: 20
23	23	(2)(A) Any law enforcement officer making an arrest of a 21
24	24	licensee for a violation of this subchapter or any other statutory violation 22
25	25	that requires revocation of a license to carry a concealed handgun shall 23
26	26	confiscate the license and forward it to notify the Director of the Division 24
27	27	of Arkansas State Police. 25
28	28	(B) The license shall be held until a determination of the 26
29	29	charge is finalized, with the appropriate disposition of the license after 27
30	30	the determination. 28

32	32	SECTION 2. Arkansas Code § 5 -73-314 is amended to read as follows: 30
33	33	5-73-314. Lost, destroyed, or duplicate license — Change of address. 31
34	34	(a) Within thirty (30) days after the changing of a permanent address, 32
35	35	or within thirty (30) days after having a license to carry a concealed 33
36	36	handgun lost, the licensee shall notify the Director of the Division of 34
37	37	Arkansas State Police in writing of the change or loss. 35
38	38	(b) If a license to carry a concealed handgun is lost or destroyed, or 36 HB1686

41	41	a duplicate is requested, the person to whom the license to carry a concealed 1
42	42	handgun was issued shall comply with the provisions of subsection (a) of this 2
43	43	section and may obtain a duplicate license or replacement license upon: 3
44	44	(1) Paying the Division of Arkansas State Police a fee 4
45	45	established by the director under the Arkansas Administrative Procedure Act, 5
46	46	§ 25-15-201 et seq.; and 6
47	47	(2) Furnishing a notarized statement to the division that the 7
48	48	license to carry a concealed handgun has been lost or destroyed or that a 8
49	49	duplicate is requested. 9
50	50	(c) The fee described in subdivision (b)(1) of this section shall be 10
51	51	reduced by fifty percent (50%) if a person sixty -five (65) years of age or 11
52	52	older is requesting a replacement or duplicate license under this section. 12

54	54	SECTION 3. Arkansas Code § 5 -73-315(b), concerning identification of a 14
55	55	licensee for authority to carry a concealed handgun, is amended to read as 15
56	56	follows: 16
57	57	(b) The licensee shall: 17
58	58	(1) Carry the license, or an electronic copy of the license in 18
59	59	an acceptable electronic format , together with valid identification, at any 19
60	60	time when the licensee is carrying a concealed handgun; and 20
61	61	(2) Display both the license, or an the electronic copy of the 21
62	62	license in an acceptable electronic format, and proper identification upon 22
63	63	demand by a law enforcement officer. 23
