19	19	BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 17

21	21	SECTION 1. Arkansas Code § 3 -8-801(3), concerning the definition of a 19
22	22	"paid canvasser" for a local option election, is amended to read as follows: 20
23	23	(3) “Paid canvasser” means a person who in exchange for 21
24	24	soliciting or obtaining a signature on a petition: 22
25	25	(A) is Is paid or with whom there is an agreement to pay 23
26	26	money or anything of value before or after a signature on a local option 24
27	27	election petition is solicited in exchange for soliciting or obtaining a 25
28	28	signature on a petition ; or 26
29	29	(B)(i) Receives an item of value before or after a 27
30	30	signature on a local option election petition is solicited . 28
31	31	(ii) As used in subdivision (3)(B)(i) of this 29
32	32	section, "item of value" includes without limitation: 30
33	33	(a) Payment for food; 31
34	34	(b) Payment for lodging; 32
35	35	(c) Payment for travel expenses; 33
36	36	(d) Reimbursements for expenses related to 34
37	37	soliciting or obtaining a signature on a petition; 35

51	51	SECTION 2. Arkansas Code § 7 -9-601(c), concerning hiring and training 11
52	52	of paid canvassers for initiatives, referenda, and constitutional amendments, 12
53	53	is amended to read as follows: 13
54	54	(c) As used in this section, “paid canvasser” means a person who in 14
55	55	exchange for soliciting a signature on a petition: 15
56	56	(1) is Is paid or with whom there is an agreement to pay money 16
57	57	or anything of value before or after a signature on an initiative or 17
58	58	referendum petition is solicited in exchange for soliciting a signature on a 18
59	59	petition; or 19
60	60	(2)(A) Receives an item of value before or after a signature on 20
61	61	an initiative or referendum petition is solicited . 21
62	62	(B) As used in subdivision (c)(2)(A) of this section, 22
63	63	"item of value" includes but is not limited to: 23
64	64	(i) Payment for food; 24
65	65	(ii) Payment for lodging; 25
66	66	(iii) Payment for travel expenses; 26
67	67	(iv) Reimbursements for expenses related to 27
