| 28 | 26 | | SECTION 1. Arkansas Code § 19 -5-1125(e)(2), as amended by Acts 2025, 24 |

| 29 | 27 | | No. 251, concerning the Arkansas Capitol Grounds Monument and Memorial 25 |

| 30 | 28 | | Preservation Fund, is amended to read as follows: 26 |

| 31 | 29 | | (2) Before the expenditure of any moneys from the Arkansas 27 |

| 32 | 30 | | Capitol Grounds Monument and Memorial Preservation Fund for the maintenance, 28 |
|---|
| 33 | 31 | | repair, alteration, addition, reconstruction, or upkeep of any kind for a 29 |
|---|
| 34 | 32 | | specific monument or memorial areas on State Capitol grounds, if there is a 30 |
|---|
| 35 | 33 | | fund dedicated to that specific monument or memorial, the Secretary of State 31 |

| 36 | 34 | | shall utilize the gifts, grants, and donations made to the following funds 32 |

| 60 | 56 | | individuals and organizations as provided under the Maurice Lee "Footsie" 16 |

| 61 | 57 | | Britt Memorial Bust Act, § 22 -3-225, and other funds as may be provided by 17 |

| 63 | 59 | | (c) The fund shall be used exclusively for the purpose of erecting and 19 |

| 64 | 60 | | maintaining a suitable monument on the State Capitol grounds in recognition 20 |

| 65 | 61 | | and honor of Maurice Lee "Footsie" Britt, as provided in the Maurice Lee 21 |
|---|
| 66 | 62 | | "Footsie" Britt Memorial Bust Act, § 22 -3-225. 22 |

| 68 | 64 | | SECTION 3. Arkansas Code Title 22, Chapter 3, Subchapter 2, is amended 24 |

| 71 | 67 | | (a) This section shall be known and may be cited as the “Maurice Lee 27 |

| 72 | 68 | | “Footsie” Britt Memorial Bust Act.” 28 |

| 73 | 69 | | (b)(1) The Secretary of State shall permit and arrange for the 29 |

| 74 | 70 | | placement in the State Capitol of a memorial bust commemorating the courage, 30 |
|---|
| 75 | 71 | | honor, and sacrifice of Maurice Lee "Footsie" Britt both in war and in life. 31 |
|---|
| 76 | 72 | | (2) The bust shall be placed on the second floor of the State 32 |
|---|
| 77 | 73 | | Capitol Building in proximity to the existing bust of Winthrop Rockefeller. 33 |
|---|
| 78 | 74 | | (3)(A) The bust shall be designed and sculpted in a manner 34 |
|---|
| 79 | 75 | | similar to the existing busts located in the State Capitol Building. 35 |
|---|
| 85 | 79 | | Capitol Arts and Grounds Commission, shall approve: 1 |
|---|
| 86 | 80 | | (i) The artist selected to design the bust; 2 |
|---|
| 87 | 81 | | (ii) The final design of the bust; and 3 |

| 88 | 82 | | (iii) The exact location of the bust. 4 |
|---|
| 89 | 83 | | (C) The Secretary of State may accept gifts, grants, and 5 |
