BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 21

SECTION 1. Arkansas Code Title 7, Chapter 1, Subchapter 1, is amended 23
to add an additional section to read as follows: 24
7-1-116. Voter registration lists provided to federal courts. 25
(a) The Secretary of State may provide a voter registration list to a 26
federal court for purposes of selecting jurors on the condition that the 27
federal court jury coordinator provides notice to the Secretary of State 28
regarding an ineligible or potentially ineligible voter under subsection (b) 29
of this section. 30
(b)(1) The notice under subsection (a) of this section shall include 31
a list of each person disqualified or potentially disqualified as a 32
prospective juror from jury service due to the prospective juror being: 33
(A) A noncitizen of the United States; 34
(B) Convicted of a felony; 35

(D) A nonresident of this state; or 1
(E) A nonresident of the county. 2
(2) The notice under subsection (a) of this section shall 3
include the following information for each disqualified juror: 4
(A) The full name of the disqualified juror; 5
(B) Current and prior addresses, if any; 6
(C) Telephone number, if available; 7
(D) Date of birth; and 8
(E) The reason the prospective juror was disqualified. 9
(3) The federal court jury coordinator may provide additional 10
documentation showing the person's disqualification under subsection (b) of 11
this section with the notice submitted to the Secretary of State. 12
(c)(1) The notice prepared under subsection (a) of this section shall 13
be sent to the Secretary of State according to the jury summons cycle used by 14
the federal district court clerk . 15
(2) Subdivision (c)(1) of this section does not prevent the 16
notice from being sent more frequently. 17
(3) The notice under subsection (a) of this section may be 18
provided to the Secretary of State by: 19
(A) Mail; 20
(B) Facsimile transmission; or 21
(C) Email. 22
(d)(1) After verifying that the person disqualified or potentially 23
disqualified as a prospective juror is a registered voter but is ineligible 24
to be a voter under Arkansas law, the Secretary of State shall forward the 25
information to the county clerk where the voter is registered. 26
(2) The county clerk shall follow the procedures to remove the 27
voter from the voter registration list under Arkansas Constitution, Amendment 28
51, ยง 11. 29
