| 25 | 24 | | SECTION 1. Acts 2025, No. 408, ยง 23, is amended to read as follows: 22 |

| 26 | 25 | | SECTION 23. EMERGENCY CLAUSE. It is found and determined by the 23 |

| 27 | 26 | | General Assembly, that the Constitution of the State of Arkansas prohibits 24 |

| 28 | 27 | | the appropriation of funds for more than a one (1) year period; that the 25 |
|---|
| 29 | 28 | | effectiveness of this Act on July 1, 2026 2025 is essential to the operation 26 |
|---|
| 30 | 29 | | of the agency for which the appropriations in this Act are provided; with the 27 |
|---|
| 31 | 30 | | exception that Sections 15 and 20 in this Act shall be in full force and 28 |
|---|
| 32 | 31 | | effect from and after the date of its passage and approval; and that in the 29 |

| 33 | 32 | | event of an extension of the Session, the delay in the effective date of this 30 |

| 34 | 33 | | Act beyond July 1, 2026 2025, with the exception that Sections 15 and 20 in 31 |

| 48 | 47 | | State provides vital services, including without limitation the regulation of 7 |
|---|
| 49 | 48 | | elections and the registration of business entities, that preserve the public 8 |
|---|
| 50 | 49 | | peace, health, and safety; that due to an error in Acts 2025, No. 408, 9 |
|---|
| 51 | 50 | | funding for the office would lapse when its current appropriation expires at 10 |
|---|
| 52 | 51 | | the end of the current fiscal year; and that the immediate effectiveness of 11 |
|---|
| 53 | 52 | | this act is necessary to preserve the public peace, health, and safety as it 12 |
|---|
| 54 | 53 | | will ensure that funding for the office is in place at the beginning of the 13 |
|---|
| 55 | 54 | | next fiscal year and allow proper planning for the fiscal operations of the 14 |
|---|
| 56 | 55 | | office. Therefore, an emergency is declared to exist, and this act being 15 |
|---|
| 57 | 56 | | immediately necessary for the preservation of the public peace, health, and 16 |
|---|
| 58 | 57 | | safety shall become effective on: 17 |
|---|
| 59 | 58 | | (1) The date of its approval by the Governor; 18 |
|---|
| 60 | 59 | | (2) If the bill is neither approved nor vetoed by the Governor, 19 |
|---|
| 61 | 60 | | the expiration of the period of time during which the Governor may veto the 20 |
|---|
| 62 | 61 | | bill; or 21 |
|---|
| 63 | 62 | | (3) If the bill is vetoed by the Governor and the veto is 22 |
|---|
| 64 | 63 | | overridden, the date the last house overrides the veto. 23 |
