BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 22

SECTION 1. Arkansas Code § 19 -11-801(b), concerning the policy and 24
definitions related to the procurement of professional services, is amended 25
to read as follows: 26
(b) It is the policy of the State of Arkansas and its political 27
subdivisions that political subdivisions shall follow the procedures stated 28
in this section, except that competitive bidding shall not be used for the 29
procurement of legal, medical, emergency medical, ambulance, financial 30
advisory, architectural, engineering, construction management, and land 31
surveying professional consultant services. 32

SECTION 2. Arkansas Code § 19 -11-802(c)(1), concerning the annual 34
statements of qualifications and performance data and restrictions on 35
competitive bidding in relation to the procurement of professional services, 36 HB1949

is amended to read as follows: 1
(c)(1) The political subdivision shall not use competitive bidding for 2
the procurement of legal, medical, emergency medical, ambulance, financial 3
