TRAIL TECHNICIAN PROGRAMS. 20

 WHEREAS, NorthWest Arkansas Community College has set a national 22 
standard in workforce training by developing two (2) groundbreaking programs, 23 
the accredited Bicycle Assembly & Repair Technician program and the Trail 24 
Technician program, both of which stand as models for excellence and 25 
innovation; and 26 
 27 
 WHEREAS, the accredited Bicycle Assembly & Repair Technician program is 28 
one (1) of only two (2) in the nation, and this distinction sets NorthWest 29 
Arkansas Community College apart as a leader in the industry; and 30 
 31 
 WHEREAS, the accredited Bicycle Assembly & Repair Technician program 32 
was developed in partnership with the Bicycle Industry Employers Association 33 
and provides students with one (1) year of specialized training that equates 34 
to seven (7) years of hands -on shop experience; and 35

 WHEREAS, supported by a three -year grant from the Walton Family 1 
Charitable Support Foundation, Inc., NorthWest Arkansas Community College's 2 
state-of-the-art bicycle technician lab used in the accredited Bicycle 3 
Assembly & Repair Technician program ensures students receive cutting	-edge 4 
training in repair and mechanics; and 5 
 6 
 WHEREAS, by raising the professionalism and skill level of bicycle 7 
mechanics via the accredited Bicycle Assembly & Repair Technician program, 8 
NorthWest Arkansas Community College is directly shaping the future of the 9 
bicycle industry; and 10 
 11 
 WHEREAS, the Trail Technician program, the only one of its kind in the 12 
world, sets a new benchmark for workforce training in trail planning, 13 
building, and maintenance education; and 14 
 15 
 WHEREAS, the Trail Technician program offers a semester -long and a 16 
year-long certification that prepares students for careers in community 17 
development, trail construction, and sustainability; and 18 
 19 
 WHEREAS, the Trail Technician program provides training to students 20 
nationwide, including fifty (50) United States Forest Service participants, 21 
some of whom earned the Trail Management Certified Professional credential; 22 
and 23 
 24 
 WHEREAS, the Trail Technician program has established industry -25 
recognized standards for trail technology via its National Occupational 26 
Competency Testing Institute Trail Technician Level 1 assessment; and 27 
 28 
 WHEREAS, no other institution in the world offers such a comprehensive, 29 
industry-driven program in this field; and 30 
 31 
 WHEREAS, both the accredited Bicycle & Repair Technician program and 32 
the Trail Technician program have earned national and international 33 
credibility through collaboration, and the Trail Technician program in 34 
particular has partnered with the Professional TrailBuilders Association, 35 
American Trails, the DIRTT Project in Europe, the Forest Service, the 36    	HCR1008

National Park Service, the Federal Highway Administration, and the Business 1 
and Industry Leadership Team model of implementation for employer engagement; 2

 WHEREAS, through visionary leadership, strategic partnerships, and a 5 
commitment to hands-on, real-world training, NorthWest Arkansas Community 6 
College is not just setting the standard but defining the future of both 7 
bicycle technology and trail development on a national and global scale, 8 
 9 
NOW THEREFORE, 10 
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE SENATE CONCURRING 11 
THEREIN, OF THE NINETY -FIFTH GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 12 
 13 
 THAT the House of Representatives, the Senate concurring therein, 14 
proudly celebrate and commend NorthWest Arkansas Community College and its 15 
faculty, students, and industry partners for pioneering these one-of-a-kind 16 
programs that are transforming their respective industries. 17 
 18 
BE IT FURTHER RESOLVED THAT upon adoption, a copy of this resolution be 19 
presented to the leadership of NorthWest Arkansas Community College by the 20 
Chief Clerk of the House of Representatives. 21
