3434 THAT the following is proposed as an amendment to the Constitution of 31
3535 the State of Arkansas, and upon being submitted to the electors of the state 32
3636 for approval or rejection at the next general election for Representatives 33
3737 and Senators, if a majority of the electors voting thereon at the election 34
3838 adopt the amendment, the amendment shall become a part of the Constitution of 35

4343 SECTION 1. Arkansas Constitution, Article 5, § 5(c), concerning fiscal 2
4444 sessions of the General Assembly, is amended to read as follows: 3
4545 (c)(1) Beginning in 2010, the General Assembly shall meet in fiscal 4
4646 session on the second Monday in February of each even -numbered year to 5
4747 consider only appropriation bills. The General Assembly may alter the time at 6
4848 which the fiscal session begins. 7
4949 (2)(A) A bill other than an appropriation bill may be considered 8
5050 in a fiscal session if two-thirds (⅔) of the members of each house of the 9
5151 General Assembly approve consideration of the bill the bill is filed during a 10
5252 period beginning seven (7) days before the date the fiscal session begins and 11
5353 ending seven (7) days after the date the fiscal session begins . 12
5454 (B) A bill other than an appropriation bill that is filed 13
5555 outside of the period under subdivision (c)(2)(A) of this section may be 14
5656 considered in a fiscal session if two -thirds (2/3) of the members of each 15
5757 house of the General Assembly approve consideration of the bill. 16

5959 SECTION 2. EFFECTIVE DATE. This amendment to the Arkansas 18
6060 Constitution is effective on and after January 1, 2027. 19

6262 SECTION 3. BALLOT TITLE AND POPULAR NAME. When this proposed 21
6363 amendment is submitted to the electors of this state on the general election 22

6565 (1) The title of this joint resolution shall be the ballot 24
