21	21	WHEREAS, after a national search, the Board of Trustees of the 19
22	22	University of Arkansas appointed Lieutenant General (Retired) Jay B. Silveria 20
23	23	to succeed Dr. Donald R. Bobbitt as President of the University of Arkansas 21
24	24	system beginning January 15, 2025; and 22

26	26	WHEREAS, Lieutenant General Silveria brings a wealth of knowledge and 24
27	27	experience to the role of President from his lengthy career in military 25
28	28	leadership, including as the former Superintendent of the United States Air 26
29	29	Force Academy in Colorado Springs, Colorado, and more recently from his 27
30	30	experience as Associate Vice President and Executive Director of Texas A&M 28
31	31	University's Bush School of Government & Public Service in Washington, D.C.; 29

34	34	WHEREAS, Lieutenant General Silveria served as Deputy Commander, 32
35	35	Combined Air Force Air Component, United States Central Command, Southwest 33
36	36	Asia, where he was responsible for the command and control of air operations 34
37	37	in a twenty-nation area and where key operations Resolute Support in 35
38	38	Afghanistan and Inherent Resolve in Iraq and Syria were executed under his 36 HR1011

43	43	WHEREAS, Lieutenant General Silveria previously served as Commander, 3
44	44	United States Air Force Warfare Center, Nellis Air Force Base, Nevada, and 4
45	45	Vice Commander, Fourteenth Air Force, Air Forces Strategic Space Command at 5
46	46	Vandenberg Air Force Base, California, as well as Director of Security 6
47	47	Assistance in the Office of Security Cooperation in Baghdad, Iraq; and 7

49	49	WHEREAS, Lieutenant General Silveria is a command pilot with more than 9
50	50	three thousand nine hundred (3,900) flight hours in the F -15 and F-35 fighter 10
51	51	jets, and he commanded a fighter wing, an air and space operations center, 11
52	52	and a fighter squadron, earning the Distinguished Service Medal and a Bronze 12
53	53	Star Medal among other air medals during his career; and 13

55	55	WHEREAS, Lieutenant General Silveria earned a bachelor’s degree from 15
56	56	the United States Air Force Academy and a master’s degree from Syracuse 16
57	57	University, attended the National War College at Fort Lesley J. McNair in 17
58	58	Washington, D.C., was a Senior Executive Fellow at Harvard University, and 18
59	59	attended the Harvard Seminar for New Presidents at the Harvard Graduate 19
60	60	School of Education; and 20

62	62	WHEREAS, Lieutenant General Silveria brings an extensive resume, 22
63	63	exceptional leadership skills, sound judgment, and steady temperament to 23
64	64	provide guidance and direction to the state’s largest university system, 24
65	65	including twenty (20) campuses, divisions, and units across the state, 25

67	67	NOW THEREFORE, 27
68	68	BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETY -FIFTH GENERAL 28
69	69	ASSEMBLY OF THE STATE OF ARKANSAS: 29

71	71	THAT the House of Representatives welcome Lieutenant General Jay B. 31
72	72	Silveria as the next President of the University of Arkansas system and offer 32
73	73	its sincere congratulations to him on his appointment. 33
