2121 WHEREAS, after a national search, the Board of Trustees of the 19
2222 University of Arkansas appointed Lieutenant General (Retired) Jay B. Silveria 20
2323 to succeed Dr. Donald R. Bobbitt as President of the University of Arkansas 21
2424 system beginning January 15, 2025; and 22

2626 WHEREAS, Lieutenant General Silveria brings a wealth of knowledge and 24
2727 experience to the role of President from his lengthy career in military 25
2828 leadership, including as the former Superintendent of the United States Air 26
2929 Force Academy in Colorado Springs, Colorado, and more recently from his 27
3030 experience as Associate Vice President and Executive Director of Texas A&M 28
3131 University's Bush School of Government & Public Service in Washington, D.C.; 29

3434 WHEREAS, Lieutenant General Silveria served as Deputy Commander, 32
3535 Combined Air Force Air Component, United States Central Command, Southwest 33
3636 Asia, where he was responsible for the command and control of air operations 34
3737 in a twenty-nation area and where key operations Resolute Support in 35
3838 Afghanistan and Inherent Resolve in Iraq and Syria were executed under his 36 HR1011

4343 WHEREAS, Lieutenant General Silveria previously served as Commander, 3
4444 United States Air Force Warfare Center, Nellis Air Force Base, Nevada, and 4
4545 Vice Commander, Fourteenth Air Force, Air Forces Strategic Space Command at 5
4646 Vandenberg Air Force Base, California, as well as Director of Security 6
4747 Assistance in the Office of Security Cooperation in Baghdad, Iraq; and 7

4949 WHEREAS, Lieutenant General Silveria is a command pilot with more than 9
5050 three thousand nine hundred (3,900) flight hours in the F -15 and F-35 fighter 10
5151 jets, and he commanded a fighter wing, an air and space operations center, 11
5252 and a fighter squadron, earning the Distinguished Service Medal and a Bronze 12
5353 Star Medal among other air medals during his career; and 13

5555 WHEREAS, Lieutenant General Silveria earned a bachelor’s degree from 15
5656 the United States Air Force Academy and a master’s degree from Syracuse 16
5757 University, attended the National War College at Fort Lesley J. McNair in 17
5858 Washington, D.C., was a Senior Executive Fellow at Harvard University, and 18
5959 attended the Harvard Seminar for New Presidents at the Harvard Graduate 19

6262 WHEREAS, Lieutenant General Silveria brings an extensive resume, 22
6363 exceptional leadership skills, sound judgment, and steady temperament to 23
6464 provide guidance and direction to the state’s largest university system, 24
6565 including twenty (20) campuses, divisions, and units across the state, 25

6767 NOW THEREFORE, 27
6868 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETY -FIFTH GENERAL 28
