19	19	WHEREAS, parliamentary procedure is essential to the effective 17
20	20	operation and the promotion of democratic ideals in any deliberative body; 18

23	23	WHEREAS, the General Assembly throughout its history has depended on 21
24	24	its constitutionally given authority to develop and exercise its own rules 22
25	25	and procedures to deliver representative democracy in the governance of this 23
26	26	great state; and 24

28	28	WHEREAS, in recognition of the importance of parliamentary procedure in 26
29	29	maintaining democratic institutions, the National Association of 27
30	30	Parliamentarians by standing rule has designated April as Parliamentary Law 28

33	33	WHEREAS, the National Association of Parliamentarians designated April 31
34	34	as Parliamentary Law Month in part to recognize the birthday of Thomas 32
35	35	Jefferson, who wrote the first American manual of parliamentary procedure in 33
36	36	1801 at the dawn of the American republic; and 34

38	38	WHEREAS, the observance of Parliamentary Law Month offers the 36 HR1101

41	41	opportunity to recognize not only the importance of parliamentary procedure 1
42	42	but also the contributions of individuals whose careers followed the example 2
43	43	of Thomas Jefferson to define and give form to formal parliamentary 3

45	45	(1) Henry Martyn Robert, author of Robert's Rules of Order; and 5
46	46	(2) Paul Mason, parliamentarian of the California Senate and 6
47	47	author of Mason's Manual of Legislative Procedure, the adopted parliamentary 7
48	48	authority of the House of Representatives and of numerous other legislative 8
49	49	bodies in the United States, 9

52	52	BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETY -FIFTH GENERAL 12
