23	23	WHEREAS, Charlotte Thomas has worked for the City of North Little Rock 21

26	26	WHEREAS, during Charlotte Thomas's fifty -one (51) years with the City 24
27	27	of North Little Rock, she has worked for Mayors Casey Laman, Bob Rosamond, 25
28	28	Eddie Powell, Reed Thompson, Patrick Henry Hays, Joe Smith, and Terry 26
29	29	Hartwick during both his prior and his current tenure as Mayor of North 27
30	30	Little Rock; and 28

32	32	WHEREAS, Charlotte Thomas was the first African American to be employed 30
33	33	in the office of the Mayor of the City of North Little Rock as part of the 31
34	34	executive staff, where she has served during her entire career with the city 32
35	35	and represents the mayor by speaking for the mayor during public events when 33
36	36	the mayor is not available; and 34

46	46	WHEREAS, Charlotte Thomas's knowledge of processes and gifts in 6
47	47	problem-solving help her execute effective solutions with confidence for the 7
48	48	residents of North Little Rock; and 8

50	50	WHEREAS, Charlotte Thomas said of her workplace, "The innovation, 10
51	51	integrity, and people combined all make the City of North Little Rock a great 11

55	55	"I love helping our citizens. Some citizens do not have any knowledge as to 15
56	56	what directions to follow when trying to resolve a problem, so instead of 16

60	60	WHEREAS, Charlotte Thomas was recognized in 1999 as a Woman of 20
61	61	Distinction for Longevity and Faithful Service by the North Little Rock Times 21

68	68	Association for the Advancement of Colored People for Outstanding Services in 28
