| 27 | 26 | | SECTION 1. APPROPRIATION SENATE EXPENSES. There is hereby 24 |

| 28 | 27 | | appropriated, to the Arkansas Senate, to be payable from the Constitutional 25 |

| 29 | 28 | | Officers Fund, for the fiscal year ending June 30, 2025, the following: 26 |

| 30 | 29 | | (A) for Mileage Allowances, Per diem, Maintenance and General 27 |

| 31 | 30 | | Operations and other expenses authorized by law , the sum of ........ $675,000. 28 |

| 32 | 31 | | (B) for Salaries of Employees , in a sum not to exceed ........ $650,000. 29 |

| 46 | 45 | | SECTION 3. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 5 |

| 47 | 46 | | authorized by this act shall be limited to the appropriation for such agency 6 |

| 48 | 47 | | and funds made available by law for the support of such appropriations; and 7 |
|---|
| 49 | 48 | | the restrictions of the State Procurement Law, the General Accounting and 8 |
|---|
| 50 | 49 | | Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 9 |
|---|
| 51 | 50 | | Procedures and Restrictions Act, or their successors, and other fiscal 10 |
|---|
| 52 | 51 | | control laws of this State, where applicable, and regulations promulgated by 11 |
|---|
| 53 | 52 | | the Department of Finance and Administration, as authorized by law, shall be 12 |
|---|
| 54 | 53 | | strictly complied with in disbursement of said funds. 13 |

| 56 | 55 | | SECTION 4. LEGISLATIVE INTENT. It is the intent of the General 15 |
|---|
| 57 | 56 | | Assembly that any funds disbursed under the authority of the appropriations 16 |
|---|
| 58 | 57 | | contained in this act shall be in compliance with the stated reasons for 17 |
|---|
| 59 | 58 | | which this act was adopted, as evidenced by the Agency Requests, Executive 18 |
|---|
| 60 | 59 | | Recommendations and Legislative Recommendations contained in the budget 19 |
|---|
| 61 | 60 | | manuals prepared by the Department of Finance and Administration, letters, or 20 |
|---|
| 62 | 61 | | summarized oral testimony in the official minutes of the Arkansas Legislative 21 |
|---|
| 63 | 62 | | Council or Joint Budget Committee which relate to its passage and adoption. 22 |

| 65 | 64 | | SECTION 5. EMERGENCY CLAUSE. It is found and determined by the 24 |
|---|
| 66 | 65 | | General Assembly that the Arkansas Senate of the 95th General Assembly 25 |
|---|
| 67 | 66 | | convenes in Regular Session on January 13, 2025; that expenses of the session 26 |
|---|
| 68 | 67 | | begin immediately; and that the expenses are a just expense of the state 27 |
|---|
| 69 | 68 | | which much be paid at the time services are provided. Therefore, an 28 |
|---|
| 70 | 69 | | emergency is hereby declared to exist and this Act being necessary for the 29 |
|---|
| 71 | 70 | | immediate preservation of the public peace, health and safety shall be in 30 |
|---|
| 72 | 71 | | full force and effect from and after the date of its passage and approval. 31 |
|---|
| 73 | 72 | | If the bill is neither approved nor vetoed by the Governor, it shall become 32 |
|---|
| 74 | 73 | | effective on the expiration of the period of time during which the Governor 33 |
|---|
| 75 | 74 | | may veto the bill. If the bill is vetoed by the Governor and the veto is 34 |
|---|
| 76 | 75 | | overridden, it shall become effective on the date the last house overrides 35 |
