2321 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 19

2523 SECTION 1. Arkansas Code Title 20, Chapter 77, Subchapter 1, is 21
2624 amended to add an additional section to read as follows: 22
2725 20-77-154. Primary care provider for Arkansas Medicaid Program — 23
2826 Physician assistant. 24
29- (a) If authorized by a physician assistant’s supervising physician, 25
30-the Arkansas Medicaid Program shall recognize a physician assistant licensed 26
31-by the Arkansas State Medical Board as a primary care provider authorized to 27
32-carry out the following duties of a primary care case manager: 28
27+ (a) The Arkansas Medicaid Program shall recognize a physician 25
28+assistant licensed by the Arkansas State Medical Board as a primary care 26
29+provider authorized to carry out the following duties of a primary care case 27
30+manager: 28
3331 (1) Being recognized and serving as the initial healthcare 29
3432 provider in the program; and 30
3533 (2) Treating a patient within the scope of practice and 31
3634 licensure of a physician assistant under § 17 -105-107. 32
3735 (b) The program shall reimburse a physician assistant: 33
3836 (1) Not less than the current reimbursement rate for services 34
3937 performed within the scope of practice and licensure of the physician 35

4541 (2) One hundred percent (100%) of the physician reimbursement 1
4642 rate for all out-of-pocket costs incurred by the physician assistant such as 2
4743 the costs of laboratory tests, X -rays, and any additional tests ordered or 3
4844 conducted by the physician assistant. 4
4945 (c) A healthcare insurance policy in which the premiums are paid 5
5046 directly or indirectly by the program also shall recognize and reimburse a 6
5147 physician assistant under subsections (a) and (b) of this section. 7
5248 (d) This section does not increase the scope of practice or licensure 8
5349 of a physician assistant. 9
54- (e) When initially applying to the program to be recognized as a 10
55-primary care provider and case manager under this section, a physician 11
56-assistant shall provide a written authorization that is signed and dated by 12
57-his or her supervising physician. 13
