307291 (a) The Board of Trustees of the University of Arkansas shall not sell 23
308292 the property commonly known as the Pine Tree Research Station, located in St. 24
309293 Francis County, Arkansas, which was acquired by the Board of Trustees of the 25
310294 University of Arkansas from the United States of America acting through the 26
311295 Forest Service in 1978, to a private entity or individual. 27
312296 (b) The Board of Trustees of the University of Arkansas may sell the 28
313297 property commonly known as the Pine Tree Research Station, located in St. 29
314298 Francis County, Arkansas, which was acquired by the Board of Trustees of the 30
315299 University of Arkansas from the United States of America acting through the 31
316300 Forest Service in 1978, to: 32
317301 (1) A non-profit corporation organized with the primary mission 33
318302 to keep the land open to the public and available for public use; and 34
319303 (2) Organized and operated for a minimum of five (5) years. 35

338320 year 2020 is exempt from subsection (c) of this section. 14
339321 The provisions of this section shall be in effect only from July 1, 2024 15

342324 SECTION 7. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 18
343325 authorized by this act shall be limited to the appropriation for such agency 19
344326 and funds made available by law for the support of such appropriations; and 20
345327 the restrictions of the State Procurement Law, the General Accounting and 21
346328 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 22
347329 Procedures and Restrictions Act, the Higher Education Expenditure Restriction 23
348330 Act, or their successors, and other fiscal control laws of this State, where 24
349331 applicable, and regulations promulgated by the Department of Finance and 25
350332 Administration, as authorized by law, shall be strictly complied with in 26
351333 disbursement of said funds. 27

353335 SECTION 8. LEGISLATIVE INTENT. It is the intent of the General 29
354336 Assembly that any funds disbursed under the authority of the appropriations 30
355337 contained in this act shall be in compliance with the stated reasons for 31
356338 which this act was adopted, as evidenced by the Agency Requests, Executive 32
357339 Recommendations and Legislative Recommendations contained in the budget 33
358340 manuals prepared by the Department of Finance and Administration, letters, or 34
359341 summarized oral testimony in the official minutes of the Arkansas Legislative 35

366346 SECTION 9. EMERGENCY CLAUSE. It is found and determined by the General 2
367347 Assembly, that the Constitution of the State of Arkansas prohibits the 3
368348 appropriation of funds for more than a one (1) year period; that the 4
369349 effectiveness of this Act on July 1, 2025 is essential to the operation of 5
370350 the agency for which the appropriations in this Act are provided, and that in 6
371351 the event of an extension of the legislative session, the delay in the 7
372352 effective date of this Act beyond July 1, 2025 could work irreparable harm 8
373353 upon the proper administration and provision of essential governmental 9
374354 programs. Therefore, an emergency is hereby declared to exist and this Act 10
375355 being necessary for the immediate preservation of the public peace, health 11
376356 and safety shall be in full force and effect from and after July 1, 2025. 12
