342 | 324 | | SECTION 7. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 18 |

343 | 325 | | authorized by this act shall be limited to the appropriation for such agency 19 |

344 | 326 | | and funds made available by law for the support of such appropriations; and 20 |
---|
345 | 327 | | the restrictions of the State Procurement Law, the General Accounting and 21 |
---|
346 | 328 | | Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 22 |
---|
347 | 329 | | Procedures and Restrictions Act, the Higher Education Expenditure Restriction 23 |
---|
348 | 330 | | Act, or their successors, and other fiscal control laws of this State, where 24 |
---|
349 | 331 | | applicable, and regulations promulgated by the Department of Finance and 25 |
---|
350 | 332 | | Administration, as authorized by law, shall be strictly complied with in 26 |

353 | 335 | | SECTION 8. LEGISLATIVE INTENT. It is the intent of the General 29 |
---|
354 | 336 | | Assembly that any funds disbursed under the authority of the appropriations 30 |

355 | 337 | | contained in this act shall be in compliance with the stated reasons for 31 |
---|
356 | 338 | | which this act was adopted, as evidenced by the Agency Requests, Executive 32 |

357 | 339 | | Recommendations and Legislative Recommendations contained in the budget 33 |

358 | 340 | | manuals prepared by the Department of Finance and Administration, letters, or 34 |

359 | 341 | | summarized oral testimony in the official minutes of the Arkansas Legislative 35 |

366 | 346 | | SECTION 9. EMERGENCY CLAUSE. It is found and determined by the General 2 |
---|
367 | 347 | | Assembly, that the Constitution of the State of Arkansas prohibits the 3 |
---|
368 | 348 | | appropriation of funds for more than a one (1) year period; that the 4 |
---|
369 | 349 | | effectiveness of this Act on July 1, 2025 is essential to the operation of 5 |
---|
370 | 350 | | the agency for which the appropriations in this Act are provided, and that in 6 |
---|
371 | 351 | | the event of an extension of the legislative session, the delay in the 7 |
---|
372 | 352 | | effective date of this Act beyond July 1, 2025 could work irreparable harm 8 |
---|
373 | 353 | | upon the proper administration and provision of essential governmental 9 |
---|
374 | 354 | | programs. Therefore, an emergency is hereby declared to exist and this Act 10 |
---|
375 | 355 | | being necessary for the immediate preservation of the public peace, health 11 |
---|
376 | 356 | | and safety shall be in full force and effect from and after July 1, 2025. 12 |
---|
