946+collaboration of professionals, CHFLI shall provide a statewide effort to 32
947+explore, develop and evaluate new and better ways to address medically, 33
948+socially and economically interrelated health and developmental needs of 34
949+children with special health care needs and their families. CHFLI priorities 35

1003+under this provision. The Chancellor of the University of Arkansas for 13
1004+Medical Sciences shall provide a quarterly report detailing the justification 14
1005+of allocation of positions from this "Clinical Expansion and Research Pool" 15
1006+to the Chief Fiscal Officer of the State, to the Arkansas Division of Higher 16
1007+Education, and to the Arkansas Legislative Council or Joint Budget Committee 17
1008+for review. The report shall also include an accounting of the names, titles 18
1009+and salaries of personnel who have been employed in positions established 19
1010+from this pool and the source and duration of funds associated with the 20
1011+positions. 21
1012+ (c) If the University of Arkansas for Medical Sciences requests 22

1048+through the Child Safety Centers or the University of Arkansas for Medical 20
1049+Sciences as referred by the Child Safety Centers. Maintenance of statewide 21
1050+screening and assessment protocols as well as evidence -based training of 22
1051+mental health professionals are to be considered critical components of the 23
1052+overall goals. For the provision of assessment and therapeutic services, 24
1053+these funds are to be provided to the Child Safety Centers through contracts 25
1054+from the University of Arkansas for Medical Sciences. The contracts will 26
1055+stipulate the terms of the agreement and reporting requirements; an amount 27
1056+not to exceed fifty thousand dollars ($50,000) may be utilized for 28
1057+administrative costs as may be necessary to administer the program or if 29
1058+determined not to be needed for administrative costs may be placed in reserve 30

991- SECTION 31. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 27

995-Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 31

998-applicable, and regulations promulgated by the Department of Finance and 34
999-Administration, as authorized by law, shall be strictly complied with in 35

1006- SECTION 32. LEGISLATIVE INTENT. It is the intent of the General 2
1007-Assembly that any funds disbursed under the authority of the appropriations 3
1008-contained in this act shall be in compliance with the stated reasons for 4
1009-which this act was adopted, as evidenced by the Agency Requests, Executive 5
1010-Recommendations and Legislative Recommendations contained in the budget 6
1011-manuals prepared by the Department of Finance and Administration, letters, or 7
1012-summarized oral testimony in the official minutes of the Arkansas Legislative 8
1013-Council or Joint Budget Committee which relate to its passage and adoption. 9

1015- SECTION 33. EMERGENCY CLAUSE. It is found and determined by the 11
1016-General Assembly, that the Constitution of the State of Arkansas prohibits 12
1017-the appropriation of funds for more than a one (1) year period; that the 13
1018-effectiveness of this Act on July 1, 2025 is essential to the operation of 14
1019-the agency for which the appropriations in this Act are provided, and that in 15
1020-the event of an extension of the legislative session, the delay in the 16
1021-effective date of this Act beyond July 1, 2025 could work irreparable harm 17
1022-upon the proper administration and provision of essential governmental 18
1023-programs. Therefore, an emergency is hereby declared to exist and this Act 19
1024-being necessary for the immediate preservation of the public peace, health 20
1025-and safety shall be in full force and effect from and after July 1, 2025. 21
