392		-	~~time employees,~~ when needed, at rates of pay not to exceed those provided in 28
393		-	~~the Uniform~~ Classification and Compensation Act, or its successor, or this 29

	380	+	time or temporary positions, to be known as "PRN Extra Help", payable from 36 SB128

	386	+	the agency requests continuation of a "PRN Extra Help" position(s) as 4
	387	+	established herein during the next fiscal year, the extra help position(s) 5
	388	+	must be requested as a new extra help position(s) in the agency's budget 6
	389	+	request. 7
	390	+	The provisions of this section shall be in effect only from July 1, 2024 8
	391	+	2025 through June 30, 2025 2026. 9

	393	+	SECTION 4. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS 11
	394	+	CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. EXTRA 12
	395	+	HELP - UAMS TEMPS. There is hereby authorized for the University of Arkansas 13
	396	+	for Medical Sciences, the following number of part -time or temporary 14
	397	+	positions, to be known as "UAMS TEMPS/EXTRA HELP", payable from funds 15
	398	+	appropriated herein, for the purpose of employing qualified individuals in a 16
	399	+	UAMS Temporary Pool: five hundred thirty (530), when needed, at rates of pay 17
	400	+	not to exceed the rate of pay for comparable positions authorized by this 18
	401	+	Act. 19
	402	+	The provisions of this section shall be in effect only from July 1, 2024 20

	948	+	socially and economically interrelated health and developmental needs of 34
	949	+	children with special health care needs and their families. CHFLI priorities 35

	975	+	primary care physicians in rural Arkansas, transfers may be made in such 23
	976	+	amounts as are required between the line items made in the appropriation for 24
	977	+	"Medical Loans and Scholarships". 25

	986	+	personnel, the University of Arkansas for Medical Sciences or its successor 34
	987	+	is authorized for the 2024-2025 2025-2026 fiscal year a pool of seven hundred 35
	988	+	(700) "Clinical Expansion and Research Pool" positions. These positions are 36 SB128

	998	+	access the "Clinical Expansion and Research Pool" positions authorized in 8
	999	+	this Section at any time during the fiscal year when it is determined by the 9
	1000	+	Chancellor of the University of Arkansas for Medical Sciences, subject to the 10
	1001	+	review and approval by the Board of Trustees, that the need for additional 11
	1002	+	positions exists. Only medical or research positions shall be established 12
	1003	+	under this provision. The Chancellor of the University of Arkansas for 13
	1004	+	Medical Sciences shall provide a quarterly report detailing the justification 14
	1005	+	of allocation of positions from this "Clinical Expansion and Research Pool" 15
	1006	+	to the Chief Fiscal Officer of the State, to the Arkansas Division of Higher 16
	1007	+	Education, and to the Arkansas Legislative Council or Joint Budget Committee 17
	1008	+	for review. The report shall also include an accounting of the names, titles 18
	1009	+	and salaries of personnel who have been employed in positions established 19
	1010	+	from this pool and the source and duration of funds associated with the 20
	1011	+	positions. 21
	1012	+	(c) If the University of Arkansas for Medical Sciences requests 22
	1013	+	continuation of any "Clinical Expansion and Research Pool" position(s) as 23
	1014	+	established herein during the next fiscal year, the position(s) must be 24
	1015	+	requested as a new position(s) in the agency's budget request. 25
	1016	+	(d) Determining the number of personnel to be employed by a state agency 26

	1039	+	CHILDREN AND ADOLESCENTS SERVICES PROGRAM FUNDING PROVISION. In the event 11
	1040	+	the amount of general revenue distributed to the University of Arkansas 12
	1041	+	Medical Center Fund for the Department of Pediatrics and the Psychiatric 13
	1042	+	Research Institute each fiscal year is at least equal to the amount 14
	1043	+	distributed during the 2012 -13 fiscal year, an amount not less than seven 15
	1044	+	hundred thousand dollars ($700,000) shall be allocated and made available as 16
	1045	+	follows: four hundred fifty thousand dollars ($450,000) each fiscal year 17

	1047	+	improve screening, monitoring and care for abused children and adolescents 19
	1048	+	through the Child Safety Centers or the University of Arkansas for Medical 20
	1049	+	Sciences as referred by the Child Safety Centers. Maintenance of statewide 21
	1050	+	screening and assessment protocols as well as evidence -based training of 22
	1051	+	mental health professionals are to be considered critical components of the 23
	1052	+	overall goals. For the provision of assessment and therapeutic services, 24
	1053	+	these funds are to be provided to the Child Safety Centers through contracts 25
	1054	+	from the University of Arkansas for Medical Sciences. The contracts will 26
	1055	+	stipulate the terms of the agreement and reporting requirements; an amount 27
	1056	+	not to exceed fifty thousand dollars ($50,000) may be utilized for 28
	1057	+	administrative costs as may be necessary to administer the program or if 29
	1058	+	determined not to be needed for administrative costs may be placed in reserve 30
	1059	+	for future needs of the program. The remaining two hundred thousand dollars 31
	1060	+	($200,000) shall be allocated and made available to the Department of 32
	1061	+	Pediatrics for expenses for medical examinations, consultation, education and 33
	1062	+	training as stipulated in the terms of agreement between the Chancellor of 34

894		-	primary care physicians in rural Arkansas, transfers may be made in such 10

902		-	EXPANSION AND RESEARCH POOL. (a) In order to address personnel needs emerging 18
903		-	from expanding medical research and patient care issues and the necessity of 19
904		-	recruiting and retaining qualified medical, research, and related support 20
905		-	personnel, the University of Arkansas for Medical Sciences or its successor 21
906		-	is authorized for the 2024-2025 2025-2026 fiscal year a pool of seven hundred 22
907		-	(700) "Clinical Expansion and Research Pool" positions. These positions are 23
908		-	to be used by the University of Arkansas for Medical Sciences in the event 24
909		-	that the personal services needs resulting from unanticipated clinical or 25
910		-	research programs that are initiated during the 2024-2025 2025-2026 fiscal 26
911		-	year require additional positions, either in title, in classification, or in 27
912		-	number, that are not authorized or contemplated by the General Assembly in 28
913		-	the Regular Salaries - Operations section of this Act. 29
914		-	(b) The University of Arkansas for Medical Sciences is authorized to 30
915		-	access the "Clinical Expansion and Research Pool" positions authorized in 31
916		-	this Section at any time during the fiscal year when it is determined by the 32
917		-	Chancellor of the University of Arkansas for Medical Sciences, subject to the 33
918		-	review and approval by the Board of Trustees, that the need for additional 34
919		-	positions exists. Only medical or research positions shall be established 35

926		-	of allocation of positions from this "Clinical Expansion and Research Pool" 2
927		-	to the Chief Fiscal Officer of the State, to the Arkansas Division of Higher 3
928		-	Education, and to the Arkansas Legislative Council or Joint Budget Committee 4
929		-	for review. The report shall also include an accounting of the names, titles 5
930		-	and salaries of personnel who have been employed in positions established 6
931		-	from this pool and the source and duration of funds associated with the 7
932		-	positions. 8
933		-	(c) If the University of Arkansas for Medical Sciences requests 9
934		-	continuation of any "Clinical Expansion and Research Pool" position(s) as 10
935		-	established herein during the next fiscal year, the position(s) must be 11
936		-	requested as a new position(s) in the agency's budget request. 12
937		-	(d) Determining the number of personnel to be employed by a state agency 13
938		-	is the prerogative of the General Assembly and is usually accomplished by 14
939		-	delineating the maximum number of personnel by identifying job titles and the 15
940		-	maximum grade or salary attached to those titles. The General Assembly has 16
941		-	determined that the University of Arkansas for Medical Sciences could be 17
942		-	operated more efficiently if some flexibility is given to that institution. 18
943		-	That flexibility is being accomplished by providing a position pool in 19
944		-	Subsection (a) of this Section and since the General Assembly has granted the 20
945		-	agency broad powers under the growth pool concept, it is both necessary and 21
946		-	appropriate that the General Assembly maintain oversight of the utilization 22
947		-	of the position pool by requiring review of the Legislative Council or Joint 23
948		-	Budget Committee in the utilization of the position pool. Therefore, the 24
949		-	requirement of review by the Legislative Council or Joint Budget Committee is 25

1011		-	manuals prepared by the Department of Finance and Administration, letters, or 7
1012		-	summarized oral testimony in the official minutes of the Arkansas Legislative 8
1013		-	Council or Joint Budget Committee which relate to its passage and adoption. 9

1015		-	SECTION 33. EMERGENCY CLAUSE. It is found and determined by the 11
1016		-	General Assembly, that the Constitution of the State of Arkansas prohibits 12
1017		-	the appropriation of funds for more than a one (1) year period; that the 13
1018		-	effectiveness of this Act on July 1, 2025 is essential to the operation of 14
1019		-	the agency for which the appropriations in this Act are provided, and that in 15
1020		-	the event of an extension of the legislative session, the delay in the 16
1021		-	effective date of this Act beyond July 1, 2025 could work irreparable harm 17
1022		-	upon the proper administration and provision of essential governmental 18
1023		-	programs. Therefore, an emergency is hereby declared to exist and this Act 19
1024		-	being necessary for the immediate preservation of the public peace, health 20
1025		-	and safety shall be in full force and effect from and after July 1, 2025. 21
