25	24		BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 22

27	26		SECTION 1. REGULAR SALARIES. There is hereby established for the 24
28	27		Department of Energy and Environment - Liquefied Petroleum Gas Board for the 25
29	28		2025-2026 fiscal year, the following maximum number of regular employees. 26

42	41		SECTION 2. EXTRA HELP. There is hereby authorized, for the Department 1
43	42		of Energy and Environment - Liquefied Petroleum Gas Board for the 2025-2026 2
44	43		fiscal year, the following maximum number of part -time or temporary 3
45	44		employees, to be known as "Extra Help", payable from funds appropriated 4
46	45		herein for such purposes: one (1) temporary or part-time employee, when 5
47	46		needed, at rates of pay not to exceed those provided in the Uniform 6
48	47		Classification and Compensation Act, or its successor, or this act for the 7
49	48		appropriate classification. 8

51	50		SECTION 3. APPROPRIATION - OPERATIONS. There is hereby appropriated, 10
52	51		to the Department of Energy and Environment , to be payable from the Liquefied 11
53	52		Petroleum Gas Fund, for personal services and operating expenses of the 12
54	53		Department of Energy and Environment - Liquefied Petroleum Gas Board for the 13
55	54		fiscal year ending June 30, 2026, the following: 14

71	70		SECTION 4. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 30
72	71		authorized by this act shall be limited to the appropriation for such agency 31
73	72		and funds made available by law for the support of such appropriations; and 32
74	73		the restrictions of the State Procurement Law, the General Accounting and 33
75	74		Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 34
76	75		Procedures and Restrictions Act, or their successors, and other fiscal 35
77	76		control laws of this State, where applicable, and regulations promulgated by 36 SB19

80	79		the Department of Finance and Administration, as authorized by law, shall be 1
81	80		strictly complied with in disbursement of said funds. 2

83	82		SECTION 5. LEGISLATIVE INTENT. It is the intent of the General 4
84	83		Assembly that any funds disbursed under the authority of the appropriations 5
85	84		contained in this act shall be in compliance with the stated reasons for 6
86	85		which this act was adopted, as evidenced by the Agency Requests, Executive 7
87	86		Recommendations and Legislative Recommendations contained in the budget 8
88	87		manuals prepared by the Department of Finance and Administration, letters, or 9
89	88		summarized oral testimony in the official minutes of the Arkansas Legislative 10
90	89		Council or Joint Budget Committee which relate to its passage and adoption. 11

92	91		SECTION 6. EMERGENCY CLAUSE. It is found and determined by the General 13
93	92		Assembly, that the Constitution of the State of Arkansas prohibits the 14
94	93		appropriation of funds for more than a one (1) year period; that the 15
95	94		effectiveness of this Act on July 1, 2025 is essential to the operation of 16
96	95		the agency for which the appropriations in this Act are provided, and that in 17
97	96		the event of an extension of the legislative session, the delay in the 18
98	97		effective date of this Act beyond July 1, 2025 could work irreparable harm 19
99	98		upon the proper administration and provision of essential governmental 20
100	99		programs. Therefore, an emergency is hereby declared to exist and this Act 21
101	100		being necessary for the immediate preservation of the public peace, health 22
102	101		and safety shall be in full force and effect from and after July 1, 2025. 23
