26	26	BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 24

28	28	SECTION 1. APPROPRIATION - GRANTS FOR CONGREGATE AND HOME -DELIVERED 26
29	29	MEALS. There is hereby appropriated, to the Department of Human Services , to 27
30	30	be payable from the paying account as determined by the Chief Fiscal Officer 28
31	31	of the State, for grants to Arkansas Area Agencies on Aging for congregate 29
32	32	and home-delivered meals by the Department of Human Services - Division of 30
33	33	Aging, Adult, and Behavioral Health Services for the fiscal year ending June 31
34	34	30, 2025, the following: 32

42	42	SECTION 2. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS 2
43	43	CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. FUND 3
44	44	TRANSFER - CONGREGATE AND HOME-DELIVERED MEALS. Immediately upon the 4
45	45	effective date of this Act, the Chief Fiscal Officer of the State shall 5
46	46	transfer on his or her books an d those of the State Treasure r and the Auditor 6
47	47	of the State the sum of five million dollars ($5,000,000) from the General 7
48	48	Revenue Allotment Reserve Fund to the paying account as determined by the 8
49	49	Chief Fiscal Officer of the State for congregate and home -delivered meals. 9

51	51	SECTION 3. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 11
52	52	authorized by this act shall be limited to the appropriation for such agency 12
53	53	and funds made available by law for the support of such appropriations; and 13
54	54	the restrictions of the State Procurement Law, the General Accounting and 14
55	55	Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 15
56	56	Procedures and Restrictions Act, or their successors, and other fiscal 16
57	57	control laws of this State, where applicable, and regulations promulgated by 17
58	58	the Department of Finance and Administration, as authorized by law, shall be 18
59	59	strictly complied with in disbursement of said funds. 19

61	61	SECTION 4. LEGISLATIVE INTENT. It is the intent of the General 21
62	62	Assembly that any funds disbursed under the authority of the appropriations 22
63	63	contained in this act shall be in compliance with the stated reasons for 23
64	64	which this act was adopted, as evidenced by the Agency Requests, Executive 24
65	65	Recommendations and Legislative Recommendations contained in the budget 25
66	66	manuals prepared by the Department of Finance and Administration, letters, or 26
67	67	summarized oral testimony in the official minutes of the Arkansas Legislative 27
68	68	Council or Joint Budget Committee which relate to its passage and adoption. 28

70	70	SECTION 5. EMERGENCY CLAUSE. It is found and determined by the General 30
71	71	Assembly, that funds provided by the General Assembly for the operations of 31
72	72	the Department of Human Services - Division of Aging, Adult, and Behavioral 32
73	73	Health Services are, due to unforeseen circumstances, insufficient for the 33
74	74	Department of Human Services - Division of Aging, Adult, and Behavioral 34
75	75	Health Services to continue to provide essential governmental services; that 35
76	76	the provisions of this act will provide the necessary monies for the 36 SB201

80	80	Health Services to continue such services; and that a delay in the effective 2
81	81	date of this Act could work irreparable harm upon the proper administration 3
82	82	and provision of essential governmental programs. Therefore, an emergency is 4
83	83	hereby declared to exist and this Act being necessary for the immediate 5
84	84	preservation of the public peace, health and safety shall be in full force 6
85	85	and effect from and after the date of its passage and approval. 7
86	86	If the bill is neither approved nor vetoed by the Governor, it shall 8
87	87	become effective on the expiration of the period of time during which the 9
88	88	Governor may veto the bill. If the bill is vetoed by the Governor and the 10
89	89	veto is overridden, it shall become effective on the date the last house 11
90	90	overrides the veto. 12
