2626 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 24

2828 SECTION 1. APPROPRIATION - GRANTS FOR CONGREGATE AND HOME -DELIVERED 26
2929 MEALS. There is hereby appropriated, to the Department of Human Services , to 27
3030 be payable from the paying account as determined by the Chief Fiscal Officer 28
3131 of the State, for grants to Arkansas Area Agencies on Aging for congregate 29
3232 and home-delivered meals by the Department of Human Services - Division of 30
3333 Aging, Adult, and Behavioral Health Services for the fiscal year ending June 31

4242 SECTION 2. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS 2
4343 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. FUND 3
4444 TRANSFER - CONGREGATE AND HOME-DELIVERED MEALS. Immediately upon the 4
4545 effective date of this Act, the Chief Fiscal Officer of the State shall 5
4646 transfer on his or her books an d those of the State Treasure r and the Auditor 6
4747 of the State the sum of five million dollars ($5,000,000) from the General 7
4848 Revenue Allotment Reserve Fund to the paying account as determined by the 8
4949 Chief Fiscal Officer of the State for congregate and home -delivered meals. 9

5151 SECTION 3. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 11
5252 authorized by this act shall be limited to the appropriation for such agency 12
5353 and funds made available by law for the support of such appropriations; and 13
5454 the restrictions of the State Procurement Law, the General Accounting and 14
5555 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 15
5656 Procedures and Restrictions Act, or their successors, and other fiscal 16
5757 control laws of this State, where applicable, and regulations promulgated by 17
5858 the Department of Finance and Administration, as authorized by law, shall be 18
5959 strictly complied with in disbursement of said funds. 19

6161 SECTION 4. LEGISLATIVE INTENT. It is the intent of the General 21
6262 Assembly that any funds disbursed under the authority of the appropriations 22
6363 contained in this act shall be in compliance with the stated reasons for 23
6464 which this act was adopted, as evidenced by the Agency Requests, Executive 24
6565 Recommendations and Legislative Recommendations contained in the budget 25
6666 manuals prepared by the Department of Finance and Administration, letters, or 26
6767 summarized oral testimony in the official minutes of the Arkansas Legislative 27
6868 Council or Joint Budget Committee which relate to its passage and adoption. 28

7070 SECTION 5. EMERGENCY CLAUSE. It is found and determined by the General 30
7171 Assembly, that funds provided by the General Assembly for the operations of 31
7272 the Department of Human Services - Division of Aging, Adult, and Behavioral 32
7373 Health Services are, due to unforeseen circumstances, insufficient for the 33
7474 Department of Human Services - Division of Aging, Adult, and Behavioral 34
7575 Health Services to continue to provide essential governmental services; that 35
7676 the provisions of this act will provide the necessary monies for the 36 SB201

8080 Health Services to continue such services; and that a delay in the effective 2
8181 date of this Act could work irreparable harm upon the proper administration 3
8282 and provision of essential governmental programs. Therefore, an emergency is 4
8383 hereby declared to exist and this Act being necessary for the immediate 5
8484 preservation of the public peace, health and safety shall be in full force 6
8585 and effect from and after the date of its passage and approval. 7
8686 If the bill is neither approved nor vetoed by the Governor, it shall 8
8787 become effective on the expiration of the period of time during which the 9
8888 Governor may veto the bill. If the bill is vetoed by the Governor and the 10
8989 veto is overridden, it shall become effective on the date the last house 11
9090 overrides the veto. 12
