25	23		BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 21

27	25		SECTION 1. REGULAR SALARIES. There is hereby established for the 23
28	26		Department of Commerce - Division of Aeronautics for the 2025-2026 fiscal 24

46	44		to the Department of Commerce , to be payable from the Division of Aeronautics 4

48	46		counties and other eligible applicants, by the Department of Commerce - 6

66	64		SECTION 3. APPROPRIATION - FEDERAL GRANTS. There is hereby 24
67	65		appropriated, to the Department of Commerce , to be payable from the federal 25
68	66		funds as designated by the Chief Fiscal Officer of the State , for airport 26
69	67		grant funding and related expenses by the Department of Commerce - Division 27
70	68		of Aeronautics for the fiscal year ending June 30, 2026, the following: 28

77	75		SECTION 4. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 35
78	76		authorized by this act shall be limited to the appropriation for such agency 36 SB26

81	79		and funds made available by law for the support of such appropriations; and 1
82	80		the restrictions of the State Procurement Law, the General Accounting and 2
83	81		Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 3
84	82		Procedures and Restrictions Act, or their successors, and other fiscal 4
85	83		control laws of this State, where applicable, and regulations promulgated by 5
86	84		the Department of Finance and Administration, as authorized by law, shall be 6
87	85		strictly complied with in disbursement of said funds. 7

89	87		SECTION 5. LEGISLATIVE INTENT. It is the intent of the General 9
90	88		Assembly that any funds disbursed under the authority of the appropriations 10
91	89		contained in this act shall be in compliance with the stated reasons for 11
92	90		which this act was adopted, as evidenced by the Agency Requests, Executive 12
93	91		Recommendations and Legislative Recommendations contained in the budget 13
94	92		manuals prepared by the Department of Finance and Administration, letters, or 14
95	93		summarized oral testimony in the official minutes of the Arkansas Legislative 15
96	94		Council or Joint Budget Committee which relate to its passage and adoption. 16

98	96		SECTION 6. EMERGENCY CLAUSE. It is found and determined by the General 18
99	97		Assembly, that the Constitution of the State of Arkansas prohibits the 19
100	98		appropriation of funds for more than a one (1) year period; that the 20
101	99		effectiveness of this Act on July 1, 2025 is essential to the operation of 21
102	100		the agency for which the appropriations in this Act are provided, and that in 22
103	101		the event of an extension of the legislative session, the delay in the 23
104	102		effective date of this Act beyond July 1, 2025 could work irreparable harm 24
105	103		upon the proper administration and provision of essential governmental 25
106	104		programs. Therefore, an emergency is hereby declared to exist and this Act 26
107	105		being necessary for the immediate preservation of the public peace, health 27
108	106		and safety shall be in full force and effect from and after July 1, 2025. 28
