2523 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 21

2725 SECTION 1. APPROPRIATION - POLICE STATION FACILITY CONSTRUCTION . There 23
2826 is hereby appropriated, to the University of Arkansas at Pine Bluff , to be 24
2927 payable from the cash fund deposited in the State Treasury as determined by 25
3028 the Chief Fiscal Officer of the State, for construction expenses of a police 26
3129 station facility at the University of Arkansas at Pine Bluff for the fiscal 27
3230 year ending June 30, 2026, the following: 28

41+TRANSFER - POLICE STATION FACILITY CONSTRUCTION. Immediately upon the 1
42+effective date of this act, the Chief Fiscal Officer of the State shall 2
43+transfer on his or her books and those of the State Treasurer and the Auditor 3
44+of the State the sum of three million dollars ($3,000,000) from the General 4
45+Revenue Allotment Reserve Fund to the cash fund deposited in the State 5
46+Treasury, as determined by the Chief Fiscal Officer of the State, to provide 6
47+funds for the appropriation provided herein. 7

49+ SECTION 3. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 9
50+authorized by this act shall be limited to the appropriation for such agency 10
51+and funds made available by law for the support of such appropriations; and 11
52+the restrictions of the State Procurement Law, the General Accounting and 12
53+Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 13
54+Procedures and Restrictions Act, the Higher Education Expenditure Restriction 14
55+Act, or their successors, and other fiscal control laws of this State, where 15
56+applicable, and regulations promulgated by the Department of Finance and 16
57+Administration, as authorized by law, shall be strictly complied with in 17
58+disbursement of said funds. 18

60+ SECTION 4. LEGISLATIVE INTENT. It is the intent of the General 20
61+Assembly that any funds disbursed under the authority of the appropriations 21
62+contained in this act shall be in compliance with the stated reasons for 22
63+which this act was adopted, as evidenced by the Agency Requests, Executive 23
64+Recommendations and Legislative Recommendations contained in the budget 24
65+manuals prepared by the Department of Finance and Administration, letters, or 25
66+summarized oral testimony in the official minutes of the Arkansas Legislative 26
67+Council or Joint Budget Committee which relate to its passage and adoption. 27

69+ SECTION 5. EMERGENCY CLAUSE. It is found and determined by the General 29
70+Assembly, that the Constitution of the State of Arkansas prohibits the 30
71+appropriation of funds for more than a one (1) year period; that the 31
72+effectiveness of this Act on July 1, 2025 is essential to the operation of 32
73+the agency for which the appropriations in this Act are provided, and that in 33
74+the event of an extension of the legislative session, the delay in the 34
75+effective date of this Act beyond July 1, 2025 could work irreparable harm 35
76+upon the proper administration and provision of essential governmental 36 SB333
