2524 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 22

2726 SECTION 1. APPROPRIATION - CAPITAL PROJECTS. There is hereby 24
2827 appropriated, to the Department of Transformation and Shared Services - 25
2928 Building Authority Division , to be payable from the cash fund deposited in 26
3029 the State Treasury as determined by the Chief Fiscal Officer of the State , 27
3130 the following: 28
3231 (A) for abatement of hydronic piping of the state-owned building at 501 29
3332 Woodlane, in a sum not to exceed ................................... $800,000. 30

3534 SECTION 2. DISBURSEMENT CONTROLS. (A) No contract may be awarded nor 32
3635 obligations otherwise incurred in relation to the project or projects 33
3736 described herein in excess of the State Treasury funds actually available 34
3837 therefor as provided by law. Provided, however, that institutions and 35
3938 agencies listed herein shall have the authority to accept and use grants and 36 SB337

4241 donations including Federal funds, and to use its unobligated cash income or 1
4342 funds, or both available to it, for the purpose of supplementing the State 2
4443 Treasury funds for financing the entire costs of the project or projects 3
4544 enumerated herein. Provided further, that the appropriations and funds 4
4645 otherwise provided by the General Assembly for Maintenance and General 5
4746 Operations of the agency or institutions receiving appropriation herein shall 6
4847 not be used for any of the purposes as appropriated in this act. 7
4948 (B) The restrictions of any applicable provisions of the State 8
5049 Purchasing Law, the General Accounting and Budgetary Procedures Law, the 9
5150 Revenue Stabilization Law and any other applicable fiscal control laws of 10
5251 this State and regulations promulgated by the Department of Finance and 11
5352 Administration, as authorized by law, shall be strictly complied with in 12
5453 disbursement of any funds provided by this act unless specifically provided 13
5554 otherwise by law. 14

5756 SECTION 3. LEGISLATIVE INTENT. It is the intent of the General 16
5857 Assembly that any funds disbursed under the authority of the appropriations 17
5958 contained in this act shall be in compliance with the stated reasons for 18
6059 which this act was adopted, as evidenced by the Agency Requests, Executive 19
6160 Recommendations and Legislative Recommendations contained in the budget 20
6261 manuals prepared by the Department of Finance and Administration, letters, or 21
6362 summarized oral testimony in the official minutes of the Arkansas Legislative 22
6463 Council or Joint Budget Committee which relate to its passage and adoption. 23

6665 SECTION 4. EMERGENCY CLAUSE. It is found and determined by the General 25
6766 Assembly, that the Constitution of the State of Arkansas prohibits the 26
6867 appropriation of funds for more than a one (1) year period; that the 27
6968 effectiveness of this Act on July 1, 2025 is essential to the operation of 28
7069 the agency for which the appropriations in this Act are provided, and that in 29
7170 the event of an extension of the legislative session, the delay in the 30
7271 effective date of this Act beyond July 1, 2025 could work irreparable harm 31
7372 upon the proper administration and provision of essential governmental 32
7473 programs. Therefore, an emergency is hereby declared to exist and this Act 33
7574 being necessary for the immediate preservation of the public peace, health 34
7675 and safety shall be in full force and effect from and after July 1, 2025. 35
