| 27 | 26 | | SECTION 1. APPROPRIATION - CAPITAL PROJECTS. There is hereby 24 |
|---|
| 28 | 27 | | appropriated, to the Department of Transformation and Shared Services - 25 |

| 29 | 28 | | Building Authority Division , to be payable from the cash fund deposited in 26 |
|---|
| 30 | 29 | | the State Treasury as determined by the Chief Fiscal Officer of the State , 27 |
|---|
| 31 | 30 | | the following: 28 |

| 32 | 31 | | (A) for abatement of hydronic piping of the state-owned building at 501 29 |
|---|
| 33 | 32 | | Woodlane, in a sum not to exceed ................................... $800,000. 30 |

| 35 | 34 | | SECTION 2. DISBURSEMENT CONTROLS. (A) No contract may be awarded nor 32 |

| 36 | 35 | | obligations otherwise incurred in relation to the project or projects 33 |

| 37 | 36 | | described herein in excess of the State Treasury funds actually available 34 |
|---|
| 38 | 37 | | therefor as provided by law. Provided, however, that institutions and 35 |

| 39 | 38 | | agencies listed herein shall have the authority to accept and use grants and 36 SB337 |

| 44 | 43 | | Treasury funds for financing the entire costs of the project or projects 3 |

| 45 | 44 | | enumerated herein. Provided further, that the appropriations and funds 4 |
|---|
| 46 | 45 | | otherwise provided by the General Assembly for Maintenance and General 5 |
|---|
| 47 | 46 | | Operations of the agency or institutions receiving appropriation herein shall 6 |
|---|
| 48 | 47 | | not be used for any of the purposes as appropriated in this act. 7 |

| 49 | 48 | | (B) The restrictions of any applicable provisions of the State 8 |
|---|
| 50 | 49 | | Purchasing Law, the General Accounting and Budgetary Procedures Law, the 9 |
|---|
| 51 | 50 | | Revenue Stabilization Law and any other applicable fiscal control laws of 10 |
|---|
| 52 | 51 | | this State and regulations promulgated by the Department of Finance and 11 |
|---|
| 53 | 52 | | Administration, as authorized by law, shall be strictly complied with in 12 |
|---|
| 54 | 53 | | disbursement of any funds provided by this act unless specifically provided 13 |
|---|
| 55 | 54 | | otherwise by law. 14 |

| 57 | 56 | | SECTION 3. LEGISLATIVE INTENT. It is the intent of the General 16 |
|---|
| 58 | 57 | | Assembly that any funds disbursed under the authority of the appropriations 17 |
|---|
| 59 | 58 | | contained in this act shall be in compliance with the stated reasons for 18 |
|---|
| 60 | 59 | | which this act was adopted, as evidenced by the Agency Requests, Executive 19 |
|---|
| 61 | 60 | | Recommendations and Legislative Recommendations contained in the budget 20 |
|---|
| 62 | 61 | | manuals prepared by the Department of Finance and Administration, letters, or 21 |
|---|
| 63 | 62 | | summarized oral testimony in the official minutes of the Arkansas Legislative 22 |
|---|
| 64 | 63 | | Council or Joint Budget Committee which relate to its passage and adoption. 23 |
|---|

| 66 | 65 | | SECTION 4. EMERGENCY CLAUSE. It is found and determined by the General 25 |
|---|
| 67 | 66 | | Assembly, that the Constitution of the State of Arkansas prohibits the 26 |
|---|
| 68 | 67 | | appropriation of funds for more than a one (1) year period; that the 27 |
|---|
| 69 | 68 | | effectiveness of this Act on July 1, 2025 is essential to the operation of 28 |
|---|
| 70 | 69 | | the agency for which the appropriations in this Act are provided, and that in 29 |
|---|
| 71 | 70 | | the event of an extension of the legislative session, the delay in the 30 |
|---|
| 72 | 71 | | effective date of this Act beyond July 1, 2025 could work irreparable harm 31 |
|---|
| 73 | 72 | | upon the proper administration and provision of essential governmental 32 |
|---|
| 74 | 73 | | programs. Therefore, an emergency is hereby declared to exist and this Act 33 |
|---|
| 75 | 74 | | being necessary for the immediate preservation of the public peace, health 34 |
|---|
| 76 | 75 | | and safety shall be in full force and effect from and after July 1, 2025. 35 |
