20	20	COURTS FEES, EXPENSES AND COSTS IMPOSED 18

22	22	CUSTODIAN OF A JUVENILE APPROPRIATION FOR 20
23	23	THE 2025-2026 FISCAL YEAR. 21

25	25	BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 23

27	27	SECTION 1. APPROPRIATION - JUVENILE FEES, EXPENSES AND COSTS . There is 25
28	28	hereby appropriated, to the Administrative Office of the Courts , to be 26
29	29	payable from the State Central Services Fund , for fees, expenses and costs 27
30	30	imposed on a Juvenile or Parent, Guardian, or Custodian of a Juvenile for the 28
31	31	fiscal year ending June 30, 2026, the sum of........................ $140,000. 29

33	33	SECTION 2. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 31
34	34	authorized by this act shall be limited to the appropriation for such agency 32
35	35	and funds made available by law for the support of such appropriations; and 33
36	36	the restrictions of the State Procurement Law, the General Accounting and 34
37	37	Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 35
38	38	Procedures and Restrictions Act, or their successors, and other fiscal 36 SB341

41	41	control laws of this State, where applicable, and regulations promulgated by 1
42	42	the Department of Finance and Administration, as authorized by law, shall be 2
43	43	strictly complied with in disbursement of said funds. 3

45	45	SECTION 3. LEGISLATIVE INTENT. It is the intent of the General 5
46	46	Assembly that any funds disbursed under the authority of the appropriations 6
47	47	contained in this act shall be in compliance with the stated reasons for 7
48	48	which this act was adopted, as evidenced by the Agency Requests, Executive 8
49	49	Recommendations and Legislative Recommendations contained in the budget 9
50	50	manuals prepared by the Department of Finance and Administration, letters, or 10
51	51	summarized oral testimony in the official minutes of the Arkansas Legislative 11
52	52	Council or Joint Budget Committee which relate to its passage and adoption. 12

54	54	SECTION 4. EMERGENCY CLAUSE. It is found and determined by the General 14
55	55	Assembly, that the Constitution of the State of Arkansas prohibits the 15
56	56	appropriation of funds for more than a one (1) year period; that the 16
57	57	effectiveness of this Act on July 1, 2025 is essential to the operation of 17
58	58	the agency for which the appropriations in this Act are provided, and that in 18
59	59	the event of an extension of the legislative session, the delay in the 19
60	60	effective date of this Act beyond July 1, 2025 could work irreparable harm 20
61	61	upon the proper administration and provision of essential governmental 21
62	62	programs. Therefore, an emergency is hereby declared to exist and this Act 22
63	63	being necessary for the immediate preservation of the public peace, health 23
64	64	and safety shall be in full force and effect from and after July 1, 2025. 24
