2525 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 23

2727 SECTION 1. APPROPRIATION - YOUTH ORGANIZATION GRANTS. There is hereby 25
2828 appropriated, to the Department of Education , to be payable from the 26
2929 Miscellaneous Agencies Fund Account , for grants to youth organizations by the 27
3030 Department of Education - Division of Elementary and Secondary Education for 28
3131 the fiscal year ending June 30, 2026, the following: 29

4141 ORGANIZATION GRANT REQUIREMENTS. (a) Grants authorized in this act shall be 1
4242 granted to youth organizations that are not affiliated in any capacity with 2
4343 local or national organizations that promote, require to be affiliated, or 3
4444 have the presence of DEI requirements, identification by pronou ns, or 4
4545 presence of woke ideologies. 5
4646 (b) Grants authorized in this act shall be pro vided to youth organizations 6
4747 that align with the educational goals of the Governor and General Assem bly. 7
4848 (c) Eligible youth organizations shall promo te the fundamental values of a 8
4949 healthy home environment and engage you th to become role models in their 9
5050 homes, hometowns, schools, state, nation and the world. 10
5151 (d) The Department of Education - Division of Elementary and Secondary 11
5252 Education shall promulgate rules for the determination of eligible entities, 12
5353 the disbursement of funds, and the ongoing administration of this program in 13
5454 accordance with the requirements of this section. 14
5555 (e) The provisions of this section shall be in effect only from July 1, 2025 15
5656 through June 30, 2026. 16

5858 SECTION 3. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 18
5959 authorized by this act shall be limited to the appropriation for such agency 19
6060 and funds made available by law for the support of such appropriations; and 20
6161 the restrictions of the State Procurement Law, the General Accounting and 21
6262 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 22
6363 Procedures and Restrictions Act, or their successors, and other fiscal 23
6464 control laws of this State, where applicable, and regulations promulgated by 24
6565 the Department of Finance and Administration, as authorized by law, shall be 25
6666 strictly complied with in disbursement of said funds. 26

6868 SECTION 4. LEGISLATIVE INTENT. It is the intent of the General 28
6969 Assembly that any funds disbursed under the authority of the appropriations 29
7070 contained in this act shall be in compliance with the stated reasons for 30
7171 which this act was adopted, as evidenced by the Agency Requests, Executive 31
7272 Recommendations and Legislative Recommendations contained in the budget 32
7373 manuals prepared by the Department of Finance and Administration, letters, or 33
7474 summarized oral testimony in the official minutes of the Arkansas Legislative 34
7575 Council or Joint Budget Committee which relate to its passage and adoption. 35

7979 SECTION 5. EMERGENCY CLAUSE. It is found and determined by the General 1
8080 Assembly, that the Constitution of the State of Arkansas prohibits the 2
8181 appropriation of funds for more than a one (1) year period; that the 3
8282 effectiveness of this Act on July 1, 2025 is essential to the operation of 4
8383 the agency for which the appropriations in this Act are provided, and that in 5
8484 the event of an extension of the legislative session, the delay in the 6
8585 effective date of this Act beyond July 1, 2025 could work irreparable harm 7
8686 upon the proper administration and provision of essential governmental 8
8787 programs. Therefore, an emergency is hereby declared to exist and this Act 9
8888 being necessary for the immediate preservation of the public peace, health 10
8989 and safety shall be in full force and effect from and after July 1, 2025. 11
