41 | 41 | | ORGANIZATION GRANT REQUIREMENTS. (a) Grants authorized in this act shall be 1 |
---|
42 | 42 | | granted to youth organizations that are not affiliated in any capacity with 2 |
---|
43 | 43 | | local or national organizations that promote, require to be affiliated, or 3 |
---|
44 | 44 | | have the presence of DEI requirements, identification by pronou ns, or 4 |
---|
45 | 45 | | presence of woke ideologies. 5 |
---|
46 | 46 | | (b) Grants authorized in this act shall be pro vided to youth organizations 6 |
---|
47 | 47 | | that align with the educational goals of the Governor and General Assem bly. 7 |
---|
48 | 48 | | (c) Eligible youth organizations shall promo te the fundamental values of a 8 |
---|
49 | 49 | | healthy home environment and engage you th to become role models in their 9 |
---|
50 | 50 | | homes, hometowns, schools, state, nation and the world. 10 |
---|
51 | 51 | | (d) The Department of Education - Division of Elementary and Secondary 11 |
---|
52 | 52 | | Education shall promulgate rules for the determination of eligible entities, 12 |
---|
53 | 53 | | the disbursement of funds, and the ongoing administration of this program in 13 |
---|
54 | 54 | | accordance with the requirements of this section. 14 |
---|
55 | 55 | | (e) The provisions of this section shall be in effect only from July 1, 2025 15 |
---|
56 | 56 | | through June 30, 2026. 16 |
---|
57 | 57 | | 17 |
---|
58 | 58 | | SECTION 3. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 18 |
---|
59 | 59 | | authorized by this act shall be limited to the appropriation for such agency 19 |
---|
60 | 60 | | and funds made available by law for the support of such appropriations; and 20 |
---|
61 | 61 | | the restrictions of the State Procurement Law, the General Accounting and 21 |
---|
62 | 62 | | Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 22 |
---|
63 | 63 | | Procedures and Restrictions Act, or their successors, and other fiscal 23 |
---|
64 | 64 | | control laws of this State, where applicable, and regulations promulgated by 24 |
---|
65 | 65 | | the Department of Finance and Administration, as authorized by law, shall be 25 |
---|
66 | 66 | | strictly complied with in disbursement of said funds. 26 |
---|
67 | 67 | | 27 |
---|
68 | 68 | | SECTION 4. LEGISLATIVE INTENT. It is the intent of the General 28 |
---|
69 | 69 | | Assembly that any funds disbursed under the authority of the appropriations 29 |
---|
70 | 70 | | contained in this act shall be in compliance with the stated reasons for 30 |
---|
71 | 71 | | which this act was adopted, as evidenced by the Agency Requests, Executive 31 |
---|
72 | 72 | | Recommendations and Legislative Recommendations contained in the budget 32 |
---|
73 | 73 | | manuals prepared by the Department of Finance and Administration, letters, or 33 |
---|
74 | 74 | | summarized oral testimony in the official minutes of the Arkansas Legislative 34 |
---|
75 | 75 | | Council or Joint Budget Committee which relate to its passage and adoption. 35 |

79 | 79 | | SECTION 5. EMERGENCY CLAUSE. It is found and determined by the General 1 |
---|
80 | 80 | | Assembly, that the Constitution of the State of Arkansas prohibits the 2 |
---|
81 | 81 | | appropriation of funds for more than a one (1) year period; that the 3 |
---|
82 | 82 | | effectiveness of this Act on July 1, 2025 is essential to the operation of 4 |
---|
83 | 83 | | the agency for which the appropriations in this Act are provided, and that in 5 |
---|
84 | 84 | | the event of an extension of the legislative session, the delay in the 6 |
---|
85 | 85 | | effective date of this Act beyond July 1, 2025 could work irreparable harm 7 |
---|
86 | 86 | | upon the proper administration and provision of essential governmental 8 |
---|
87 | 87 | | programs. Therefore, an emergency is hereby declared to exist and this Act 9 |
---|
88 | 88 | | being necessary for the immediate preservation of the public peace, health 10 |

89 | 89 | | and safety shall be in full force and effect from and after July 1, 2025. 11 |
