| 104 | + | SECTION 4. EMERGENCY CLAUSE. It is found and determined by the 26 |

| 107 | + | effective date could do irreparable harm to the proper administration of 29 |

| 108 | + | government programs of the division; and that this act is immediately 30 |
---|
| 109 | + | necessary as it is essential to the prudent operation of the Division of 31 |
---|
| 110 | + | Environmental Quality and delay in the effective date could work irreparable 32 |
---|
| 111 | + | harm on the proper administration of government programs of the division. 33 |
