174+transfer appropriation between the following in such amounts as are 20
175+determined to be necessary: 21
176+ (1) The line items within appropriations pertaining to the bureau; 22

178+ (2) The appropriations made by the operative appropriation act for the 24
179+bureau.; and 25
180+ (3) The appropriations for the Bureau to any other Constitutional 26

184+authorized by this act shall be limited to the appropriation for such agency 30

187+Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 33

214-Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 10
215-Procedures and Restrictions Act, or their successors, and other fiscal 11
216-control laws of this State, where applicable, and regulations promulgated by 12
217-the Department of Finance and Administration, as authorized by law, shall be 13
218-strictly complied with in disbursement of said funds. 14

220- SECTION 9. LEGISLATIVE INTENT. It is the intent of the General 16
221-Assembly that any funds disbursed under the authority of the appropriations 17
222-contained in this act shall be in compliance with the stated reasons for 18
223-which this act was adopted, as evidenced by the Agency Requests, Executive 19
224-Recommendations and Legislative Recommendations contained in the budget 20
225-manuals prepared by the Department of Finance and Administration, letters, or 21
226-summarized oral testimony in the official minutes of the Arkansas Legislative 22
227-Council or Joint Budget Committee which relate to its passage and adoption. 23

229- SECTION 10. EMERGENCY CLAUSE. It is found and determined by the 25
230-General Assembly, that the Constitution of the State of Arkansas prohibits 26
231-the appropriation of funds for more than a one (1) year period; that the 27
232-effectiveness of this Act on July 1, 2025 is essential to the operation of 28
233-the agency for which the appropriations in this Act are provided, and that in 29
234-the event of an extension of the legislative session, the delay in the 30
235-effective date of this Act beyond July 1, 2025 could work irreparable harm 31
236-upon the proper administration and provision of essential governmental 32
237-programs. Therefore, an emergency is hereby declared to exist and this Act 33
238-being necessary for the immediate preservation of the public peace, health 34
239-and safety shall be in full force and effect from and after July 1, 2025. 35
