52 | 52 | | SECTION 3. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 12 |
---|
53 | 53 | | authorized by this act shall be limited to the appropriation for such agency 13 |
---|
54 | 54 | | and funds made available by law for the support of such appropriations; and 14 |
---|
55 | 55 | | the restrictions of the State Procurement Law, the General Accounting and 15 |
---|
56 | 56 | | Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 16 |
---|
57 | 57 | | Procedures and Restrictions Act, or their successors, and other fiscal 17 |
---|
58 | 58 | | control laws of this State, where applicable, and regulations promulgated by 18 |
---|
59 | 59 | | the Department of Finance and Administration, as authorized by law, shall be 19 |
---|
60 | 60 | | strictly complied with in disbursement of said funds. 20 |

62 | 62 | | SECTION 4. LEGISLATIVE INTENT. It is the intent of the General 22 |
---|
63 | 63 | | Assembly that any funds disbursed under the authority of the appropriations 23 |
---|
64 | 64 | | contained in this act shall be in compliance with the stated reasons for 24 |
---|
65 | 65 | | which this act was adopted, as evidenced by the Agency Requests, Executive 25 |
---|
66 | 66 | | Recommendations and Legislative Recommendations contained in the budget 26 |
---|
67 | 67 | | manuals prepared by the Department of Finance and Administration, letters, or 27 |
---|
68 | 68 | | summarized oral testimony in the official minutes of the Arkansas Legislative 28 |
---|
69 | 69 | | Council or Joint Budget Committee which relate to its passage and adoption. 29 |

71 | 71 | | SECTION 5. EMERGENCY CLAUSE. It is found and determined by the General 31 |
---|
72 | 72 | | Assembly, that funds provided by the General Assembly for the operations of 32 |

73 | 73 | | the Department of Energy And Environment - Division of Environmental Quality 33 |
---|
74 | 74 | | are, due to unforeseen circumstances, insufficient for the Department of 34 |

75 | 75 | | Energy And Environment - Division of Environmental Quality to continue to 35 |

76 | 76 | | provide essential governmental services; that the provisions of this act will 36 SB8 |

82 | 82 | | administration and provision of essential governmental programs. Therefore, 4 |

83 | 83 | | an emergency is hereby declared to exist and this Act being necessary for the 5 |

84 | 84 | | immediate preservation of the public peace, health and safety shall be in 6 |
---|
85 | 85 | | full force and effect from and after the date of its passage and approval. 7 |

86 | 86 | | If the bill is neither approved nor vetoed by the Governor, it shall 8 |
---|
87 | 87 | | become effective on the expiration of the period of time during which the 9 |

88 | 88 | | Governor may veto the bill. If the bill is vetoed by the Governor and the 10 |
