28	28	BE IT RESOLVED BY THE SENATE OF THE NINETY -FIFTH GENERAL ASSEMBLY OF THE 25
29	29	STATE OF ARKANSAS, AND BY THE HOUSE OF REPRESENTATIVES, A MAJORITY OF ALL 26
30	30	MEMBERS ELECTED TO EACH HOUSE AGREEING THERETO: 27

32	32	THAT the following is proposed as an amendment to the Constitution of 29
33	33	the State of Arkansas, and upon being submitted to the electors of the state 30
34	34	for approval or rejection at the next general election for Representatives 31
35	35	and Senators, if a majority of the electors voting thereon at the election 32
36	36	adopt the amendment, the amendment shall become a part of the Constitution of 33
37	37	the State of Arkansas, to wit: 34

39	39	SECTION 1. Arkansas Constitution, Article 3, §1(a), concerning the 36 SJR22

42	42	qualifications of electors, is amended to read as follows: 1
43	43	(a)(1) Except as otherwise provided by this Constitution, any person 2
44	44	may vote in an election in this state who is: 3
45	45	(1)(A) A citizen of the United States; 4
46	46	(2)(B) A resident of the State of Arkansas; 5
47	47	(3)(C) At least eighteen (18) years of age; and 6
48	48	(4)(D) Lawfully registered to vote in the election. 7
49	49	(2) A person who is seventeen (17) years of age and otherwise 8
50	50	qualified to vote in an election in this state may vote in the following 9
51	51	elections at which one (1) or more nominees are chosen to be voted upon at a 10
52	52	general election if the person will be eighteen (18) years of age on or 11
53	53	before the date of the general election: 12
54	54	(A) A preferential primary election; and 13
55	55	(B) A general primary election. 14

57	57	SECTION 2. EFFECTIVE DATE. This amendment is effective on and after 16
58	58	January 1, 2027. 17

60	60	SECTION 3. BALLOT TITLE AND POPULAR NAME. When this proposed 19
61	61	amendment is submitted to the electors of this state on the general election 20
62	62	ballot: 21
63	63	(1) The title of this joint resolution shall be the ballot 22
64	64	title; and 23
65	65	(2) The popular name shall be "A Constitutional Amendment to 24
66	66	Provide that a Person who is Seventeen (17) Years of Age and Otherwise 25
67	67	Qualified to Vote May Vote in Primary Elections At Which Nominees Are Chosen 26
68	68	to be Voted Upon at a General Election if the Person Will Be Eighteen (18) 27
69	69	Years of Age On or Before the Date of the General Election.". 28
