JAY B. SILVERIA AS PRESIDENT OF THE 16 
UNIVERSITY OF ARKANSAS SYSTEM. 17 
 18 
 WHEREAS, after a national search, the Board of Trustees of the 19 
University of Arkansas appointed Lieutenant General (Retired) Jay B. Silveria 20 
to succeed Dr. Donald R. Bobbitt as President of the University of Arkansas 21 
system beginning January 15, 2025; and 22 
 23 
 WHEREAS, Lieutenant General Silveria brings a wealth of knowledge and 24 
experience to the role of President from his lengthy career in military 25 
leadership, including as the former Superintendent of the United States Air 26 
Force Academy in Colorado Springs, Colorado, and more recently from his 27 
experience as Associate Vice President and Executive Director of Texas A&M 28 
University's Bush School of Government & Public Service in Washington, D.C.; 29 
and 30 
 31 
 WHEREAS, Lieutenant General Silveria served as Deputy Commander, 32 
Combined Air Force Air Component, United States Central Command, Southwest 33 
Asia, where he was responsible for the command and control of air operations 34 
in a twenty-nation area and where key operations Resolute Support in 35 
Afghanistan and Inherent Resolve in Iraq and Syria were executed under his 36    	SR4

command; and 1

 WHEREAS, Lieutenant General Silveria previously served as Commander, 3 
United States Air Force Warfare Center, Nellis Air Force Base, Nevada, and 4 
Vice Commander, Fourteenth Air Force, Air Forces Strategic Space Command at 5 
Vandenberg Air Force Base, California, as well as Director of Security 6 
Assistance in the Office of Security Cooperation in Baghdad, Iraq; and 7 
 8 
 WHEREAS, Lieutenant General Silveria is a command pilot with more than 9 
three thousand nine hundred (3,900) flight hours in the F -15 and F-35 fighter 10 
jets, and he commanded a fighter wing, an air and space operations center, 11 
and a fighter squadron, earning the Distinguished Service Medal and a Bronze 12 
Star Medal among other air medals during his career; and 13

 WHEREAS, Lieutenant General Silveria earned a bachelor’s degree from 15 
the United States Air Force Academy and a master’s degree from Syracuse 16 
University, attended the National War College at Fort Lesley J. McNair in 17 
Washington, D.C., was a Senior Executive Fellow at Harvard University, and 18 
attended the Harvard Seminar for New Presidents at the Harvard Graduate 19 
School of Education; and 20 
 21 
 WHEREAS, Lieutenant General Silveria brings an extensive resume, 22 
exceptional leadership skills, sound judgment, and steady temperament to 23 
provide guidance and direction to the state’s largest university system, 24 
including twenty (20) campuses, divisions, and units across the state, 25 
 26 
NOW THEREFORE,  27 
BE IT RESOLVED BY THE SENATE OF THE NINETY -FIFTH GENERAL ASSEMBLY OF THE 28 
STATE OF ARKANSAS: 29 
 30 
 THAT the Senate welcome Lieutenant General Jay B. Silveria as the next 31 
President of the University of Arkansas system and offer its sincere 32 
congratulations to him on his appointment. 33 
 34 
BE IT FURTHER RESOLVED THAT upon adoption, a copy of this resolution be 35 
provided to Lieutenant General Silveria by the Secretary of the Senate. 36
