66	66	Be it enacted by the Legislature of the State of Arizona: Section 1. Title 15, chapter 2, article 1, Arizona Revised Statutes, is amended by adding section 15-218.01, to read: START_STATUTE15-218.01. Childhood trauma awareness and prevention training; continuing education; rules The state board of education shall adopt rules to allow certificated teachers and administrators to count the childhood trauma awareness and prevention training described in section 15-249.17 as continuing education credits beginning in the 2023-2024 school year. END_STATUTE Sec. 2. Title 15, chapter 2, article 2, Arizona Revised Statutes, is amended by adding section 15-249.17, to read: START_STATUTE15-249.17. Childhood trauma awareness and prevention training; grant program; fund; definition A. Beginning in the 2023-2024 school year, the department of education shall offer to certificated teachers and administrators in public schools in this state childhood trauma awareness and prevention training on the effects of childhood trauma on student achievement and social development. The department may partner with a nonprofit organization to provide the childhood trauma awareness and prevention training under this section, which is optional but counts as continuing education credit pursuant to section 15-218.01. B. The childhood trauma awareness and prevention training provided pursuant to this section shall do all of the following: 1. Foster an understanding and awareness of all of the following: (a) The types of poverty in this state. (b) The adverse effects of childhood trauma on brain development and learning. (c) The adverse effects of childhood trauma on academic achievement, social development and well-being. (d) The specific demographics of the students in the certificated teacher's or administrator's school and, if applicable, school district, including all of the following student information: (i) The percentage of students who meet the eligibility requirements established under the national school lunch and child nutrition acts (42 United States Code sections 1751 through 1793) for free or reduced-price lunches. (ii) The English language status. (iii) The mobility status. (iv) The cultural mores and folkways. (v) The family dynamics. 2. Provide effective research-based strategies to engage students and families in the educational process so that certificated teachers and administrators can use effective research-based strategies to teach and engage students who are experiencing childhood trauma. 3. Develop strategies to mitigate the effects of childhood trauma on students and improve their academic, social and educational experience. 4. Assist school districts and charter schools in developing an annual action plan that addresses the specific needs of students who are experiencing childhood trauma and implementing ongoing professional development for certificated teachers and administrators that is intensive, job-embedded, collaborative, data-driven, classroom-focused and sustainable. C. The childhood trauma awareness and prevention training grant program is established within the department of education. Grants issued under the childhood trauma awareness and prevention training grant program are subject to legislative appropriation and may be used to pay the costs of attending childhood trauma awareness and prevention training offered pursuant to this section. To be eligible for a grant under this section, a certificated teacher or administrator applicant shall apply to the department of education in a manner prescribed by the department. D. The childhood trauma awareness and prevention training grant program fund is established consisting of legislative appropriations. The department of education shall administer the fund. Monies in the fund are continuously appropriated and are exempt from the provisions of section 35-190 relating to lapsing of appropriations. Monies in the fund shall be used to award grants under this section and to pay the costs of administering the childhood trauma awareness and prevention training grant program. The department shall make awards to pay the costs of attending childhood trauma awareness and prevention training provided under this section to certificated teachers and administrators who are selected to receive a grant under this section. E. For the purposes of this section, "childhood trauma" means adverse childhood experiences that impede brain development, learning and appropriate socialization. END_STATUTE Sec. 3. Appropriation; childhood trauma awareness and prevention training grant program fund The sum of $100,000 is appropriated from the state general fund in fiscal year 2022-2023 to the childhood trauma awareness and prevention training grant program fund established by section 15-249.17, Arizona Revised Statutes, as added by this act. Sec. 4. Short title This act may be cited as the "Childhood Trauma Awareness and Prevention Training Act".
