FACT SHEET FOR S.B. 1239 
 
appropriation; widening; I-10 
Purpose 
Appropriates $400,000,000 from the state General Fund (state GF) in FY 2023 to the 
Arizona Department of Transportation (ADOT) to widen Interstate 10 (I-10) between Chandler 
and Casa Grande. 
Background 
ADOT is responsible for the design and construction of state public transportation systems 
and the maintenance and operation of state highways in Arizona (A.R.S. § 28-332). ADOT may 
contract and do all things necessary to secure the full benefits available to Arizona for 
transportation purposes under federal law. ADOT may cooperate with: 1) federal, state and local 
government agencies; 2) Indian tribes; 3) private and public organizations; and 4) private 
individuals. ADOT may exchange federal monies with local governments in order to receive local 
monies and is allowed to include additional federal monies in the exchange to offset the matching 
costs required of local governments (A.R.S. § 28-334). 
The I-10 connects Pinal County to the Phoenix Metropolitan Area. The distance between 
Chandler and Casa Grande is approximately 25 miles (ADOT Maps).  
S.B. 1239 appropriates $400,000,000 from the state GF in FY 2023 to ADOT. 
Provisions 
1. Appropriates $400,000,000 from the state GF in FY 2023 to ADOT to widen I-10 between 
Chandler and Casa Grande. 
2. Requires ADOT to use the monies for construction-related activities, including drawing down 
federal matching monies for the project. 
3. Exempts the appropriation from lapsing. 
4. Becomes effective on the general effective date.
