78	78	Be it enacted by the Legislature of the State of Arizona: Section 1. Rural and tribal economic development and cooperation study committee; membership; duties; report; delayed repeal A. The rural and tribal economic development and cooperation study committee is established consisting of the following members: 1. Two members of the house of representatives who are appointed by the speaker of the house of representatives and who are members of different political parties. The speaker of the house of representatives shall designate one of these members to serve as cochairperson of the committee. 2. Two members of the senate who are appointed by the president of the senate and who are members of different political parties. The president of the senate shall designate one of these members to serve as cochairperson of the committee. 3. The director of the department of revenue or the director's designee. 4. The following members who are appointed by the speaker of the house of representatives: (a) A representative of an organization that is engaged in regional rural or tribal economic planning and development in a county with a population of less than nine hundred eighty thousand persons. (b) A representative of a federally recognized Indian tribe with a population of more than one hundred thousand persons. (c) A representative of a nonprofit organization that focuses on tribal economic development and commerce. 5. The following members who are appointed by the president of the senate: (a) A representative of a nonprofit organization that serves Indian tribes and whose board of directors is composed entirely of the elected leadership of more than two federally recognized Indian tribes. (b) A representative of a federally recognized Indian tribe with a population of less than one hundred thousand persons. (c) A representative of a public university with experience in rural or tribal economic planning and development. B. The committee shall research and make recommendations for improving rural and tribal economic development and opportunities for this state, counties, cities and towns to cooperate with Indian tribes in regional economic planning and development activities. C. The committee may hold hearings, conduct fact-finding tours and take testimony from witnesses who may assist the study committee in fulfilling the committee's responsibilities. All hearings shall be open to the public. D. The legislature shall provide staff and support services to the committee. E. Committee members are not eligible to receive compensation, but are eligible for reimbursement of expenses pursuant to title 38, chapter 4, article 2, Arizona Revised Statutes. F. On or before December 31, 2023, the committee shall submit a report of it's findings and recommendations to the governor, the president of the senate and the speaker of the house of representatives and shall provide a copy of this report to the secretary of state. G. This section is repealed from and after September 30, 2024.
