History The general rules of construction for Arizona laws require liberal interpretation of the object of the law and to promote justice unless the manifest intent of the Legislature is inconsistent with such construction (A.R.S. § 1-211). Provisions 1. Requires the aggressive interpretation of the provisions of law concerning the conduct of elections in a manner that provides greater transparency. (Sec. 1) 2. Specifies competing interpretations of the provisions of law concerning the conduct of elections must not be given equal weight. (Sec. 1) 3. Declares that existing court opinions relating to the provisions of law on the conduct of elections do not have precedential force or effect if the opinions conflict with this law.
