78	78	Be it enacted by the Legislature of the State of Arizona: Section 1. Title 41, chapter 8, article 1, Arizona Revised Statutes, is amended by adding section 41-1302, to read: START_STATUTE41-1302. Arizona community impact statements; definitions A. On the written request of a member of the legislature, the executive director of the legislative council shall prepare an Arizona community impact statement that analyzes how distinct demographic groups would likely be affected by bills or other measures introduced in the current regular or special session of the legislature. B. The Arizona community impact statement shall include an analysis of the likely disparate impact that the bill or other measure would have on distinct demographic groups and the community in the following areas: 1. Child protective services. 2. Criminal justice. 3. Consumer protection. 4. Education. 5. Housing. 6. Public health. 7. Juvenile justice. 8. Public welfare. 9. Voting rights. C. On receipt of a written request for an Arizona community impact statement, the executive director of the legislative council shall immediately notify the chief clerk of the house of representatives and the secretary of the senate who may not schedule the bill or other measure relating to that request for a third or final reading vote until the executive director of the legislative council issues the Arizona community impact statement. Within five business days after receiving the request, the executive director of the legislative council shall issue the Arizona community impact statement to the requesting member and shall send a copy to the chief clerk of the house of representatives and the secretary of the senate. D. The executive director of the legislative council shall develop the procedures for requesting, completing and updating the Arizona community impact statements, and the procedures must be memorialized in a letter to the legislative council. E. Each state department, agency, board or commission shall cooperate with and provide information for an Arizona community impact statement on a legislative bill or other measure in the manner requested by the staff of the legislative council. The state departments, agencies, boards or commissions shall meet the deadlines established by the executive director of the legislative council for providing a response to a request for information for an Arizona community impact statement. If additional time is required to respond to the request for information, the executive director of the legislative council shall set a REASONABLE time for providing the information within the legislative session or special session. F. For the purposes of this section: 1. "Arizona community impact statement" means a statement that uses available data to outline the potential effects of a legislative bill or other measure on disparities within this state, including a statement of whether the measure is likely to increase or decrease disparities, using all the data that is available. 2. "Disparities" means the difference in economic, employment, health, mental health, education, incarceration or public safety outcomes between the population of this state as a whole and subgroups of the population of this state defined by socioeconomic status, race, ethnicity, sex, gender identity, sexual orientation, disability or geography or any other relevant characteristic for which data is available.
