78	78	Be it enacted by the Legislature of the State of Arizona: Section 1. Title 36, chapter 1, article 2, Arizona Revised Statutes, is amended by adding section 36-149, to read: START_STATUTE36-149. Teen mental health grant program; reporting requirements; fund A. Subject to available monies, the teen mental health grant program is established in the department. The department may issue grants under the program for the following purposes: 1. Providing funding to school districts or nonprofit organizations for mental health first aid training, youth resiliency training, substance misuse awareness training or peer-to-peer education for youth, staff and parents. 2. Supporting school districts to develop or obtain an application for students to report safety issues and receive clinical support that is anonymous and available to students seven days per week, twenty-four hours per day. 3. Providing supplemental funding to school districts in rural areas of this state to retain a primary prevention specialist. 4. Providing funding for children's mental health service providers. 5. Supporting digital wellness marketing campaigns. B. each entity seeking grant funding pursuant to this section shall submit an application to the department with the entity's proposal as prescribed by the department. Each grantee shall report, on or BEFORE June 30 of each year, the outcomes and an accounting of the expenditures of the grant monies received, including program data requested by the department. C. The teen mental health grant program fund is established consisting of legislative appropriations, available federal monies, gifts, grants and donations. The director shall administer the fund. The fund is subject to legislative appropriation. D. On or before August 15 of each year, the department shall submit a report to the governor, the speaker of the house of representatives and the president of the senate, and shall provide a copy of the report to the secretary of state. The report shall include, at a minimum, a listing of the grant recipients in the preceding year, the amount of each grant, the programs or projects the grant monies are supporting and the outcomes of those programs or projects.
