78 | 78 | | Be it enacted by the Legislature of the State of Arizona: Section 1. Appropriation; Arizona commerce authority; battery integration and research center grant program; exemption A. The sum of $50,000,000 is appropriated from the state general fund in fiscal year 2023-2024 to the Arizona commerce authority to administer a battery integration and research center grant program. B. The authority shall use the monies appropriated by this section to award a grant pursuant to title 41, chapter 24, Arizona Revised Statutes, to a university under the jurisdiction of the Arizona board of regents to construct and operate a research facility in this state that allows for university-level research in partnership with private industry at the tonne scale that focuses on materials research, cell design and manufacturing processes and design at a rate of less than two gigawatt-hours per year. The authority shall award the grant to a university that: 1. Has demonstrated experience with operating a large-scale research facility that: (a) Is focused on microelectronics and advanced manufacturing. (b) Has clean room facilities, wet and dry labs and industry-compatible resources and equipment to prototype, test and produce new technologies. (c) Has private sector partners or tenants located within the research facility. 2. Has identified private industry partners to collaborate on the grant. 3. Has additional financial resources for the research center from sources other than this state. C. The grant monies awarded by the authority shall be used for constructing, equipping and managing the research center. D. The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations. |
